Abt Global Inc. Administration and Finance Officer - Sri Lanka Support Unit 2 in Colombo, Sri Lanka
Seeking an Administration and Finance Officer (50% administration & 50% finance) to provide administrative, finance and logistics support to the new skills activity of the Sri Lanka Support Unit 2 program.
Contract term up to July 2027 - based in Colombo, Sri Lanka
This role will involve frequent domestic travel outside of Colombo.
Program Overview:
The Sri Lanka Support Unit manages part of Australia’s aid program in Sri Lanka and provides strategic and technical advisory services to the Australian High Commission (AHC), along with administrative support. In doing this SLSU implements and coordinates the monitoring and evaluation of SLSU-managed investments.
SLSU Goal: Investments in priority areas as agreed by the Sri Lankan Government and Australian Government are efficient, effective and equitable.
SLSU Objective: To provide flexible, high quality and responsive support to the Australian Government’s bilateral development program in Sri Lanka contributing to mutually agreed development priorities.
SLSU’s End of Facility Outcomes are: 1. Effective and equitable investments in priority areas 2. Efficient and equitable platform management.
Specific Responsibilities:
Finance
Prepare vouchers, process cash and bank payments, record transactions in the NetSuite system with supporting documents in a timely manner.
Provide required financial and administrative data and reports to the Finance and Admin Manager as required.
Assist with responses to any internal or DFAT audit requests, as well as support to Abt Global HO on Abt SL tax requirements.
Serve as the finance and administration point of contact of the new skills program activities implemented in Anuradhapura, Polonnaruwa, Matale and Kurunegala districts
Review quarterly financial documents of partners and conduct financial monitoring reviews for partners to assess the accuracy of their financial reporting and effectiveness of internal controls.Ensure that financial systems and reports comply with Abt and DFAT policies.
Support grant contracting, including due diligence, budgeting, budget amendments, monitoring, evaluation, and closeout, in line with DFAT priorities.
Administration and Compliance
Manage office premises, including maintenance, rental agreements, insurance, and service providers.
Manage the program office files, ensuring all expenditure has adequate supporting documents in accordance with the Operations Manual
Handle general office administration.
Maintain the office asset register.
Assist with recruitment process such as post advertising, interview arrangement, contracting staff and consultants.
Review staff timesheets and submit for payroll.
Manage assets and all procurement including purchasing, assets register, physical of asset check, disposal, and hand-over of fixed assets and insurances
Logistics and Program Support
Handle procurement, supplier negotiation and contract management of service providers.
Provide logistical support to workshops and programme activities such as booking venues, flights, transport, accommodation, organizing workshop materials, facilitating field monitoring visits.
Assist the team during events to ensure activities run smoothly
Manage the payment process of travel allowance to counterparts in accordance with the Program operations manual.
Selection Criteria:
2-5 years experience working in finance, logistics and administration in Development sector (previous finance experience essential)
Experience in providing logistical and operational support, including event management
Relevant tertiary qualifications in finance.
Excellent local language skills, with fluency in Sinhala language essential. Trilingual applicants will be highly regarded.
Willing and available to travel frequently to project locations.
