Summary This position is located at the Chalmers P. Wylie VA Ambulatory Care Center (VA ACC) in Columbus, Ohio, under the Behavioral Health Service within the Community Outreach Division. The incumbent functions as a Management and Program Analyst for programs within the Community Outreach Division, including the Health Care for Homeless Veterans (HCHV), HUD-VASH and Vocational Programs. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Data Analysis (35%) Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of Community Outreach Division program operations. Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the division's operations. Receives and processes documents and reports in accordance with established procedures. Establishes the necessary facts and links those facts to the appropriate solution of assigned problems and issues while continuously deciding whether sufficient information has been gathered to substantiate findings. Analyzes and evaluates the effectiveness of Community Outreach Division program operations in meeting the established goals and objectives of the Division. Reviews, analyzes, and evaluates such areas as proposed changes in mission and operating procedures. Tracks and trends fiscal monitors for Community Outreach Division programs, with special emphasis on Veterans Equitable Resource Allocation (VERA) tracking for Veterans in Chronically Mentally Ill VERA categories. Establishes tracking mechanisms for these monitors. Assists with quality improvement activities, including, but not limited to, completion and compilation of peer review materials and creation of quality improvement tools and methods. Data Management (45%) Serves as the primary point of contact for Homeless Operations Management System (HOMES) for the Community Outreach Division programs. Serves as the Homeless Management Information System (HMIS) administrator for the Columbus and Balance of State Continuums of Care, ensuring homeless programs operate within the guidelines outlined in the project. Develops and monitors data collection systems and reports for monitoring workload and productivity. Assures that appropriate regulations are applied, back-up data are available, and reports are submitted on a timely basis. Independently prepares progress reports on routine and special projects. Periodically reviews existing reports and their instructions to ensure that reports are submitted correctly. Evaluates management data from these systems to track and trend outcome measures within these programs. Administrative Support (20%) Assists the Community Outreach Division Director with continuous readiness for program and division audits, including but not limited to program reviews by CARF and VISN. Assists in the development and maintenance of program-level standard operating procedures. Provides coverage for ADD and ADPAC's in their absence. You may qualify based on your experience and/or education as described below: Specialized Experience: You must possess at least one (1) year of specialized experience related to the duties of this Management and Program Analyst position that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques, Knowledge and skill working in Microsoft Excel, Access, Word and PowerPoint software applications, Excellent written and oral communication skills to communicate with staff, Knowledge of the principles of process improvement and quality assurance in health care, Ability to implement, evaluate, and coordinate quality assurance and process improvement activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
