Job Summary

The Procurement Operations and Compliance Manager is responsible for overseeing procurement process, ensuring operational efficiency and maintaining compliance with internal policies, government regulations and contractual obligations. This position will lead procurement operations, ensuring adherence to procurement standards, tracking and reporting KPIs, maintaining current status on government changes impacting the procurement function, and overseeing internal and external audit requirements. The Manager will also work closely with cross-functional teams to support risk management and continuous improvement initiatives within the procurement function.

This role requires a blend of leadership, compliance expertise, operational acumen and deep understanding of the procurement processes and regulations, such as FAR/DFAR, CPSR and other relevant legal frameworks.

Responsibilities

Procurement Operations and Continuous Improvement

  • Identify and implement process improvements to increase the efficiency of procurement operations.

  • Collaborate with internal teams (e.g., Accounts Payable, Contracts, Project Control and Legal) to assess and mitigate procurement-related risks, ensuring appropriate risk management strategies are in place.

  • Timely track and report on procurement metrics and other key performance indicators to help identify issues and areas for improvement as well as to inform sound business decisions.

Compliance and Regulatory Oversight

  • Ensure procurement activities comply with applicable federal regulations, including FAR/DFARS as well as corporate procurement policies.

  • Manage file review process, procedures and procurement governance activities to ensure CPSR audit readiness

  • Coordinate and lead internal audits of procurement operations to ensure adherence to company policies and regulatory requirements.

  • Implement corrective actions based on audit findings and monitor ongoing compliance to mitigate future risks.

  • Lead efforts to ensure compliance with prime contract flow-down requirements, including terms and conditions, small business participation and other contractually mandated procurement obligations

  • Serve as the subject matter expert on procurement compliance, advising internal stakeholders and procurement teams on regulatory and policy changes.

  • Continuously monitor procurement trends, regulatory updates, and market developments to ensure the procurement function remains agile and compliant.

Responsibilities

Team Leadership

  • Lead a procurement compliance team, providing guidance and support to ensure efficient operations and compliance.

  • Work closely with Managers supporting Business Unit Procurement to identify additional procurement personnel available to support various procurement related initiatives and process improvements.

  • Set performance objectives for the team, regularly monitor progress and provide feedback and guidance for professional growth

  • Support Procurement team succession planning and sustainment.

  • Foster a culture of accountability, continuous improvement and collaboration within the procurement team.

  • Promote cross-functional collaboration and communication with other functions as well as BU and Capture teams.

  • Manage workload and ensure all required actions are supported in a timely manner.

Key Qualifications

  • Bachelor's degree in Business or related field required.

  • Minimum of 9 years work experience in procurement, subcontracting or procurement compliance. At least 1 year of management experience or 3 years as a team lead experience.
