The State of New Hampshire, Department of Health and Human Services, Division of Medicaid Services has a full time vacancy for Dental Director.

SUMMARY: The Dental Director is responsible for the establishment and implementation of policies, programs and capacities necessary to assure access to dental care for Medicaid clients in compliance with federal statutes and regulations relative to Title XIX and Title XXI and for coordinating oral health strategy across DHHS. The Dental Director will report primarily to the Medicaid Director, with matrix reporting to the DHHS/Medicaid Chief Medical Officer. The Dental Director directly supervises 1.5 FTE support staff, 1.0 FTE Administrator I and 2 part-time dental consultants responsible for determining medical necessity for dental and orthodontic services.

RESPONSIBILITIES:

Provides clinical expertise, leadership and business direction in support of the Medicaid and CHIP dental benefit and management program to promote high quality, constituent responsive and cost-effective dental care consistent with state and federal regulations.

Provides clinical expertise, management, leadership and business direction in support of the NH Medicaid Adult Dental benefit managed care contract and associated waivers. This includes contract review and compliance, federal reporting, and External Quality Review activities.

Formulates and implements strategies for the Department to meet key performance measures and other strategic business initiatives.

Provides leadership in the collection of data and assists in the analysis to track program performance and meet CMS and DHHS reporting requirements.

Oversees the Medicaid dental prior authorizations and claims adjudication processes to assure timely decision making and payment of providers. Assures appropriate and timely management of complex complaints/appeals.

Reviews and approves administrative rules, state plan amendments and contracting for dental benefit administration.

Promotes positive relationships and supports relationship development and recruitment of dental providers as part of network management to assure adequate access to services.

Provides fee analysis, make recommendations for fee changes and manage process related to all parts of fee changes.

Suggests quality control and strategic management of dental benefit as part of a whole person approach to health care, to assure quality, predictable cost sand sustainability of the benefit structure meeting federal and state mandates and the Medicaid State Plan.

Interfaces with other DHHS units and State agencies to coordinate oral health policy for DHHS.

Represents DHHS to the NH Legislature, NH Dental Society, NH Oral Health Coalition, federal regulatory agencies, Association of State and Territorial Dental Directors, Medicaid Medicare CHIP Services Dental Association, the Oral Health Technical Advisory Group.
