U.S. Army Corps of Engineers Lead Construction Control Representative in Cookeville, Tennessee

Summary About the Position: As a Construction Representative, serves as Quality Assurance Team Lead with full responsibility for the surveillance of assigned construction projects involving construction activities through a quality assurance inspection unit involved in the construction of various contracts at Resident/Project Office based on a wide variety of Civil structures and facilities. Responsibilities Participate in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attend and participates in pre-bid conferences to orient and inform bidders as to features, requirements and special conditions Confer with local Government officials, committees, individuals, and representatives of private concerns affected by the project and makes reports and recommendations. Confer with employees led on problems of control, inspection, administration, and safety and makes decisions for dealing with the particular problems. Assure that a government inspector is present and properly trained and qualified to detect substandard operations and faulty construction. Resolves controversial matters arising between Government and contractor personnel. Perform office engineering duties including review of shop drawings, preparing response to contractor inquiries, as well as, performing the following work related to contract modifications. Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-12 grade level, you must have Specialized Experience: One year of specialized experience which includes knowledge of safety standards, environmental regulations, and quality assurance; experience with assisting in project oversight and construction services for the construction, repair, and alteration of dams, levees and other facilities. Such experience must have included the application of construction management, inspection of construction; application of construction techniques; and experience interpreting engineering and construction contract plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Partnering Quality Assurance Safety and Health Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
