Job Summary

The Memorial Union is seeking a Capital Construction Project Manager. This is a full-time (1.00 FTE ), 12-month, professional faculty position.

The Memorial Union (MU) serves as the student union on the Corvallis campus and is an integral department within the Division of Student Affairs. This position will provide leadership for the effective administration of capital project management and programming of space for the multiple facilities that the Memorial Union is tasked to manage. The current inventory includes Memorial Union, Student Experience Center, Cultural Resource Centers, Childcare Centers, and multiple retail spaces in various campus facilities. The construction projects cover both capital and non-capital construction, feasibility studies, planning design and construction phases. The incumbent reports and works closely with the Director of the Memorial Union to provide strategic vision, leadership, short-range and long-range capital planning This position must understand the facilities’ role in OSU’ mission and within Student Affairs. This position will also manage project budgets, communication, vendor and interdepartmental relationships, and project documentation for future planning. This position will be integral to the long-term capital planning done with leaders of the MU. This position works both independently and in teams.

This position will work on the OSU Corvallis campus in person.

Key Responsibilities

40% Capital and Non-capital project management:

Manages the day-to-day responsibilities of the execution of multiple capital and non-capital projects in accordance with the contract documents, plans, and specifications.

Facilitates the planning, design, and construction processes of MU capital renewal and remodeling projects to accomplish departmental renewal goals. Including identifying resources and administrative steps needed for project completion; developing project plan in consultation with appropriate participants; initiating project and coordinating steps to ensure participation of appropriate interested individuals and groups.

Works closely with Capital Planning and Development to ensure that all MU Minor Capital projects are initiated and implemented in alignment with campus requirements related to planning and construction.

Provides quality control of planning, design phases, and closely coordinates with local building officials regarding latest code requirements.

Monitors project status to ensure progress toward completion, required procedural steps are completed fully and timely, interested groups and individuals are informed of progress, and project output is appropriate; modifies project plan and coordinates changes with participants as necessary in response to unforeseen changes or unexpected developments.

Plans and coordinates annual, bi-annual, or quarterly service for maintenance and repairs of mechanical, electrical, and plumbing building systems with contractors.

Develop in partnership with MU Leadership, MU short and long-range capital plan identifying project funding requirements and prioritization.

Work closely with MU leadership to identify capital-planning goals, strategically assess issues related to physical development, design and construction processes, and building code compliance.

Utilize information obtained from communication with Department Leaders, colleagues, students, consultants, and other stakeholders in the development of recommendations prioritization in the planning process.

Serve as MU representative for the Campus Planning Committee and Accessible University Advisory Committee. Participate in facility planning and partnering efforts within the Division of Student Affairs.

Support campus master planning efforts, ensure that MU needs and long-range planning are included in the input, and decision-making process.

Schedule and coordinate all professional and in-house services associated with assigned Department projects including obtaining City permits and inspections, commissioning services, and manufacturer start-up of equipment components. Work with service providers, contractors, and maintenance crews to resolve any issues that are identified during services.

Attends site inspections with Architects, Engineers, and Maintenance personnel assisting in providing clarification to resulting questions/concerns, often accessing secure building space.

30% Fiscal Responsibilities:

Responsible for monitoring and reporting on project budgets throughout the duration of projects.

Coordinates and assists with Fiscal responsibilities for the contract including payment requests, budget management and contract additions or changes.

Negotiates change order prices with the contractor to fit the budget limitations.

Reviews project assignment to determine scope and diversity of involvement, training and resources needed, necessary contacts and required procedural administrative actions, reviews existing methods and procedures, and modifies as necessary to accomplish assignment; identifies potential difficulties and determines means of lessening or avoiding them.

Assists in the preparation of bid packages for contracted work and part procurement.

Participates in the preparation of budgets for the unit

15% Compliance:

Ensures compliance with university policies, state and federal laws and regulations, contractual agreements, and industry standards. Contacts appropriate participants such as various internal units, other State agencies, other public jurisdictions, private businesses and organizations, special interest groups, local communities, and the public; seeks cooperation and input in project assignment, coordinates needed meetings or hearings to gather input and meet procedural requirements.

15% Stakeholder Relationships:

Establishes and maintains relationships with internal and external stakeholders

to identify potential services or processes that may enhance and support facilities and operational functions.

Represents agency in meetings, administrative hearings, etc. in dealing with affected and interested individuals and groups concerning the project; moderates’ divergent viewpoints and helps build consensus among those involved appropriate to the project assignment, processes,

and procedures.

Manages the interview and selection of consultants, contractors, and staff for design and construction of Minor Capital and non-capital projects.

What You Will Need

A bachelor’s degree in Architecture, Civil Engineering, Construction Engineering, or closely related field and 5 years of experience in facilities and operation, construction management, or capital project management for a large, complex organization.

OR

8 years of relevant experience in construction management, or capital project management and a Project Management Professional ( PMP )or PMI Construction Professional ( PMI -CP) certification.

General Knowledge of state and local building codes.

General knowledge in the field of engineering/architecture, interior design, and building construction.

Ability to build and maintain collaborative working partnerships and provide a high level of internal and external customer service.

Excellent written and oral communication skills.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030 et seq. Offers of employment are contingent upon meeting all minimum qualifications including the motor vehicle check requirement.

Working Conditions / Work Schedule

Positions duties are primarily administrative, though coordinator is required to have field experience, system and task familiarity, and the knowledge and experience to protect themselves on the job site and to describe and monitor that work is being done in accordance with applicable safety regulations and procedures.

This position will work on the OSU Corvallis campus in person. Typical work week is M-F, day shift or scheduled off hour work as needed to manage vendors or contractors.

Access to hazardous materials and all MU buildings and spaces.

This position is deemed essential and the incumbent may be expected to report to work during inclement weather, emergency and other University work curtailments or closures.
