Summary Employee will be assigned to Engineering, Facility Management Service, Veterans Affairs (VA) Illiana Healthcare System, Danville, Illinois, planning, implementing, and providing operational management of a complete Interior Design program for the organization at all locations (Danville and Community Based Outpatient Clinics in Bloomington, Decatur, Mattoon, Peoria, and Springfield, IL). Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to the following: Plans and implements a comprehensive Interior Design program which includes providing complete, from concept to installation, interior design services for the organization to include satellite facilities. Acts as a technical representative for design and finish specifications matters and manages the facility furniture program. Ensures that appropriately designed finish plans are formulated and comply with commercial building codes, safety and environmental guidelines, and the Veterans Affairs (VA) master specification for all renovation and new construction projects. Plans, specifies, writes procurement packages, supervises installation, and acts as the contracting officer's representative for all furniture procurements within the facility. Provides plans, consultation, advice, specifications, and designs for virtually all spaces involved in new construction and/or renovation; and reviews Architect/Engineer submittals for compliance with VA regulations and facility design criteria. Advises and implements plan on adequacy and adaptability of a cohesive space including furniture layout, general size, fit and code compliance. Works with direct supervisor to coordinate and maintain a schedule of short- and long-range interior improvement projects for the facility through the five (5) year interior design plan and other programs to identify existing and future project needs. Works with direct supervisor to determine priorities and utilize an annual interior design budget in recurring funds and budgeting projects that may involve millions of dollars in non-recurring funds, including verifying receipt of orders and coordinating installation; and prepares interior design budgetary requirements for major and minor construction projects, for supplemental and future funding. Develops the interior/exterior signage and wayfinding plan for the facility to comply with "VA Signage Guide" on the Technical Information Library (TIL). Represents the facility at various design-trade functions and maintains an effective rapport with design-industry vendors and/or representatives. Manages an interior design file system that includes drawings, specifications, budgets, project information, government contracts, requests for interior design services, and regulations pertaining to interior design. Coordinates furniture moves within the facility and off-site locations. Coordinates facility paint, flooring, and ceiling/lighting schedule with appropriate construction crews. Serves as an active participant on all committees that significantly impact the Interior Design program. Provides oversight for the work performed by contractors, and vendors, by planning, scheduling, and coordinating the work, determining material, equipment needed to accomplish the work, correlating, reviewing, and evaluating the work. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:30am - 4:00pm. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-9 level in the Federal service. Specialized experience includes: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment; performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings; preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public; coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context; managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related with a major study in interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed graduate education and experience may be used to meet total qualification requirements. Physical Requirements: Work can vary from being seated at a desk in front of a computer to extensive walking throughout the facility/grounds (interior and exterior) and visitation to construction sites and several off-site facilities. Work may require some lifting (<50 pounds), light furniture moving/rearranging, carrying heavy and bulky catalogs/artwork/samples etc. and travel/driving as needed to showrooms, furniture dealers, and satellite facilities. Dexterity is required related to duties performed in drafting, sketching, and writing.
