Description of Job

The Work Unit:

The Operations Program exists to provide a wide spectrum of services and support to the management and staff of the Water Quality Control Division (division). The Operations Program consists of the Fiscal Services Section, the Business Services Unit, the Communications and Special Projects Unit, and the new Performance Planning and Customer Success Unit. This is a newly created unit which serves to manage personnel administration, performance,

reporting and other project management initiatives.

About the position:

This position provides leadership and direction for the division’s performance planning, tracking, and reporting, metric development across the division, personnel processes, and overall project management and quality improvement activities.

What You'll Be Doing:

Provide supervision or act as an individual contributor to activities such as the

following:

Operations program metric development and maintenance

Division strategy and goal creation, coordination, maintenance, and report-outs

Project management support related to various division and department requests and assignments

Annual reports project management and development

Division legislative and federal reports project management and coordination

Accessibility project management and coordination

Process improvement special projects coordination and lead

EPA Performance Partnership Agreement coordination

Employee engagement project management and coordination

The position is also responsible for overseeing personnel administration and associated staff. Is responsible for understanding and applying associated state and department personnel rules, policies, and agreements (e.g. COWINs). Develops and oversees processes and ensuring personnel related activities are effective, accurate, and timely. Activities include overseeing hiring, time-tracking, new-employee orientation, and other personnel activities.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option 1: Eight (8) years of professional experience management and oversight strategic and tactical plans and initiative, managing staff, assessing performance, supporting staff and leadership.

OR

Option 2:Four (4) years of professional experience management and oversight strategic and tactical plans and initiative, managing staff, assessing performance, supporting staff and leadershipAND Bachelor's degree from an accredited institution in business administration, management, or public administration, law or closely-related degree.

OR

Option 3: An advanced degree (Master's or Doctorate) from an accredited institution in business administration, management, or public administration, law or closely-related degree will substitute for the required six (6) years of the required work experienceAND an addition two (2) years of professional experience management and oversight strategic and tactical plans and initiative, managing staff, assessing performance, supporting staff and leadership.

Must be willing to:

Preferred Qualifications and Essential Competencies:

  • Relevant years of State service

  • 3 years of directly managing staff

  • Experience creating divisional operating procedures, policies and practices.
