The Office of Legislative Workplace Relations (OLWR) is a nonpartisan agency located in the Colorado State Capitol that provides a number of specialized human resources (HR) services for the Colorado General Assembly. The OLWR serves all legislators and all staff in all legislative agencies, the House of Representatives, and the Senate.

Description of Job
The Workplace Relations Consultant plays a critical role by supporting the development and execution of HR-related programs, policies, and activities within the Colorado General Assembly.
You will act as an initial point of contact for the OLWR and operate as a support partner for all who we serve. You will provide HR expertise and counsel to management groups within the General Assembly, legislators, and employees in multiple areas of HR service provision.
You will work on assignments that are complex in nature, where judgment and analysis are required in resolving problems and making recommendations.
You will operate in a work environment that is highly unique and frequently exercise creativity, integrity, and rockstar HR skills to help make Colorado a better place.
In addition, this is a new role in the OLWR and you will have the opportunity to help shape and further define the scope and duties of the position.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Essential Functions:
Provides HR services, which may include employee or labor relations, training and development, recruiting and staffing, administration of compensation and benefits programs, and affirmative action/equal employment opportunity compliance.
Manages and resolves complex employee relations issues. Conducts effective, thorough, and objective investigations.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in HR, talent management, and employment law.
Collaborates with OLWR colleagues to analyze trends and metrics to develop HR solutions, programs, and policies.
Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, in order to reduce legal risks and ensure regulatory compliance. Partners with the Office of Legislative Legal Services as needed or required.
Provides HR policy guidance and interpretation.
Conducts research, and compiles and prepares statistical reports.
Receives and relays requests for public accommodation under the Americans with Disabilities Act, as amended. ? Performs other duties, as assigned.
Experience, Knowledge, Skills:
Strong interpersonal skills; must be able to communicate well with individuals of diverse backgrounds and circumstances.
Strong customer service skills; must be able to remain calm, polite, and professional in sometimes stressful situations.
Strong organizational skills; must be able to appropriately complete tasks and projects in a timely manner while adjusting to changing priorities and deadlines.
Ability to present information effectively and respond to questions from groups of individuals, staff, legislators, and the general public.
Ability to use judgment and tact to remain nonpartisan in a highly political environment.
Must be able to work with a high level of confidentiality.
Five years of related experience; or equivalent combination of education and experience.
Bachelor’s degree or equivalent in a related field is a plus.
HR certification such as PHR, SPHR, SHRM-CP, SHRM-SCP is a plus.

Compensation:
Hiring range $70,600 - $75,000 per year, depending on qualifications.
Full range $70,600 - $105,900.
