The Iowa Department of Public Safety (DPS) is seeking an individual to fill the role ofClerk Specialistwithin P rogram Services Bureau.

Organization Background:

The mission of DPS is to serve the people of Iowa by providing public safety services with leadership, integrity and professionalism through the core values of courtesy, service and protection. The Department is a statewide law enforcement agency and includes the Administrative Services Division, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Iowa Division of Narcotics Enforcement, the Iowa State Fire Marshal and the Division of Intelligence. The Department works in conjunction with federal, state and local jurisdictions of the criminal justice community to provide for the safety of persons living in, or traveling through the State of Iowa.

The Program Services Bureau is responsible for maintaining and providing services in four program areas within the State: Weapon permitting, Private security/investigation licensing, Uniform Crime Reporting and Audit/Certification/Training (ACT) Team. The ACT Team instructs and certifies roughly 10,000 law enforcement and criminal justice personnel annually in the use of the IOWA System, audits IOWA system agencies for compliance in state and federal policies and regulations, certifies software for use with the IOWA System, and expands the network with access to new databases and capabilities. In addition, more than 1,000 off-line searches are conducted to provide investigative assistance to law enforcement agencies.

Job Duties

Execute administrative functions for Private Security, Private Investigative, and Bail Enforcement Agency licensing program.

  • Acquire and maintain working knowledge of statutory law and administrative rules governing licensing program.

  • Perform administrative tasks relating to most aspects of licensing program, to include: (1) Receive high volumes of sensitive, confidential information submitted in licensing applications; (2) Scan, crop, edit, and ingest applicant photos into a licensing database; (3) Enter data; (4) Initiate and print background checks; (5) Submit fingerprint cards for national criminal history checks, and log such submissions; and (6) Provide assistance to the Licensing Program Coordinator or Bureau Chief if criminal history or other information may affect eligibility by expediting higher level review of potential eligibility issues.

  • Prepare and maintain extensive documentation of all licensing information, to include developing and maintaining systems and procedures to securely store, organize, and catalog high volumes of sensitive and confidential information, to include social security numbers, photographs, fingerprint cards, criminal histories, dates of birth, and other information.

    Provide administrative assistance to the Weapons Permit Program, to include:

  • Organizing, storing, utilizing, and distributing supplies, materials, and office equipment necessary for operations;

  • Providing routine assistance to Sheriff's Offices on basic weapons permit application process questions; and

  • Receiving and processing weapons permit fee transmittals to include receiving logging and depositing monthly checks from 99 Sheriff's Offices.

  • Process and deliver outgoing mail, to include standard envelopes, flats, packages, and certified mail

  • Receive and date stamp incoming mail, to include submission of a high volume of sensitive and confidential information submitted by licensing applicants.

Selectives

252 IOWA/NCIC Certification:

Certification in the Iowa Online Warrants and Articles (IOWA) Criminal Justice Information System and National Crime Information Center (NCIC)

Minimum Qualification Requirements

Experience equal to three years of full-time clerical or closely related work;

OR

an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;

OR

an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;

OR

certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
