Job Summary
The Benefits Administration General Manager is responsible for managing and directing the Benefits Administration Division. This role supervises, directs, plans, manages, coordinates, and administers the healthcare and deferred compensation plans for the City of Detroit. The Benefits Administration General Manager is accountable and responsible for these programs and activities.
Examples of Duties
Essential Duties and Responsibilities (may perform other duties as assigned)
Provides vision, leadership, planning, project coordination and management for the development and facilitation of efficient benefits operations to meet current and future business demands and needs.
Ensures programs are cost-effective, equitable, meet employee needs, and comply with legal requirements.
Develops benefits communications and counsels employees on benefits related issues.
Evaluates existing benefits programs against peer organizations to determine competitiveness, trends and developments.
Manages subordinate staff in the day-to-day performance of their jobs.
Ensures that project/department milestones/goals are met and adhere to approved budgets.
Serves as primary contact with benefit consultants, enrollment systems administrators, and plan providers to ensure efficient administration of benefit plans.
Researches, analyzes and recommends new benefit programs to remain competitive and manage costs related to benefit plans.
Negotiates with vendors for City of Detroit healthcare and deferred compensation plans annual renewal rates and fees.
Reviews and provides input into vendor contracts and performance guarantees.
Reviews and approves vendor invoices and develops self-billed invoices for fully-insured healthcare plans.
Provides input into the development of healthcare and deferred compensation Request for Proposals (RFPs) and serves in an advisory capacity for the RFP evaluation team.
Supports the development of the annual healthcare budget including self-insured illustrative rates.
Coordinates with other departments as needed – Finance, Budget, Legal, Procurement, etc.
Serves as primary City of Detroit contact before the Employee Benefits Board for healthcare rate approval.
Seeks healthcare rate approvals from the Employee Benefits Board and Detroit City Council.
Minimum Qualifications
Qualifications (required):
Bachelor’s degree in Human Resources Management, Project Management, Business Management, Data Management, Industrial/Organizational Psychology or a related field of study is required.
Must have a minimum of seven (7) years total experience. Four (4) years of direct experience in human resources related positions and three (3) years in a supervisory capacity over human resources functions.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Qualifications (preferred):
- Master’s degree in a related field of study.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
At age sixty (60) if you have at least ten (10) years of service, or
At age sixty-five (65) with eight (8) years of service.
• In the event of disability, other eligibility rules apply);
- An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
• Employees are vested after ten (10) years of service, regardless of age.
