Director, Quality of Life.

With general autonomy, position is responsible for the administrative/operational leadership of a government services project or projects within program guidelines established by the Program Manager, customer or contract stipulations. Coordinates activities between resource managers to ensure all necessary reviews and approval are met. Skills required for this job are typically acquired through the completion of an undergraduate degree with a major study in Business Administration, Finance, Recreation Administration, Food and Beverage management, hotel management, or similar field of study and 12+ years of experience, 4 of which should be in management.

Specialized Experience must be supervisory/management experience of a major Quality of Life operation. Ideally, previous experience in the organization, implementation and support of Quality of Life (QOL) programs for the US Military to include one or more of the following: Morale, Welfare and Recreation (MWR), and Galley management, Support Services (USPS) Postal operations, UH /Lodging /Laundry operations.

  • Establishes, coordinates, monitors and evaluates QOL annex’s operations and programs to ensure the delivery of high-quality services in support of the installation residents that are managed within the PWS, SOPS and all Safety regulations.

  • Provide direct leadership oversite for Managers and Supervisors of individual Annex’s who in turn provide direct supervision to 180 Direct Hire and 150 Local National Subcontractor employees.

  • Ensure Managers/Supervisors maintain and track staff members training to fulfill PWS and Safety requirements of their positions.

  • Monitor innovations/improvements and make overall operational decisions regarding deployment of resources, procurement of new equipment, and staffing for success in the DJIBOSS contract execution.

  • Serves as the KBR primary advisor and representative to KBR Management, the N-9 Command Community at QOL meetings and partnering sessions pertaining to the current and future delivery of Quality of Life (QOL) programs.

  • Maintain a thorough understanding of the QOL functional annex PWS, Attachment J’s, Section F and other related guidelines including but not limited to SOP’s, DOP’s, WI, HSE and QA policies as they pertain to each Annex to enable continual contract support to QOL Managers and Supervisors.

  • Perform Weekly Safety and Leadership visits to all annex facilities, provide staff guidance and follow-up. Promote open communication with fellow team members and Managers.

  • Ensure all QOL annex employees exemplify the KBR Zero Harm program, with an incident and accident-free work environment and continually encourage everyone’s authority to take personal responsibility in the prevention of unsafe actions.

  • Research, maintain and provide detailed historical information for Data Calls, MPAS, response, Good News presentations, Sitreps, status report, proposals, as needed for QOL annex.

  • Assist Managers and Supervisors with defining staffing needs, recruitment, recognitions and training development.

  • Responsible for the Monthly KBR DJIBOSS Newsletter providing current KBR Safety information, Good News, events, and recognitions.

  • Recommends improvements, changes or new policies and procedures, and performs frequent quality control checks to improve service, ensure proper documentation and operational procedures are being followed. Ensures Direct implementation of new /revised processes regarding PWS changes are updated in the SOP’s.

    Basic Qualifications :

  • Bachelor’s degree or the equivalent combination of education and experience. In some disciplines, an advanced degree may be a requirement to reach some levels.

  • 10 to 15 years of relevant experience within the program.

  • Proficient with computers and Microsoft Office Applications

  • Superior attention to detail

  • May hold a Professional Certification in related field.

  • Ability to obtain and maintain a Common Access Card

  • Must be able to obtain a U. S. Security Clearance
