Primary Function of Organizational Unit

The Facilities Management Department (FMD) is under the Division of Administration and Finance. FMD at North Carolina Central University, under the leadership of the Associate Vice Chancellor (AVC) for Facilities Management, and is responsible for directing all aspects of facilities operations and capital projects programs, including providing oversight of master planning, property acquisition/disposition, landscape planning, engineering design, contract development, project construction, renovation planning, energy conservation planning, sustainability, Historically Underutilized Businesses (HUB) program, and facilities maintenance and operations. This position reports to the Director of Facility Maintenance Operations.

The Facilities Management Department brings together the efforts of innovative professionals in various units, which are committed to excellence in creating and preserving a physical environment, both indoors and out, for the entire campus community.

Primary Purpose of Position

This position administers and directs programs which ensure the appropriate operation of all University facilities and grounds. Also, assists with managing the business unit that supports the operation. Responsible for the management and oversight of building use, stewardship and operation. Provides continuous analysis and effectiveness of service contracts and establishes direction for functional policies and procedures impacting areas of facilities operations and business management. A primary duty is the management of other managers/supervisors and skilled staff. Areas that report to this position include building environmental services, grounds management, , inventory.

The Assistant Director of Facilities Operations and Administration develops constructive relationships with clients, coworkers, supervisors, and peers and presents the goals, objectives, and service philosophy of Facilities Operations and Administration to the campus community. This position works as a team member with the Assistant Director of Utilities and Maintenance, and promotes a team mentality across all units within Facilities Operations and Administration to develop, support, and implement the goals and objectives of Facilities Operations and Administration. The Assistant Director provides personnel management for facilities personnel under their purview.

Required Knowledge, Skills, and Abilities

Graduation from a four-year college or university and five years of general facilities management and operations experience preferably with supervision; or an equivalent combination of training and relevant work and supervisory experience. All degrees must be received from appropriately accredited institutions.

Licenses or Certification required by Statute or Regulation

Professional, Planning and Organizing Work, Program Management, Safety and Health Management, Strategic Planning, Business Administration, Human Resources Management, Career and/or Talent Development. Technical skills in building and grounds maintenance, Project management. Ability to supervise technical trades supervisor, and contract administration, and manage multiple tasks.

Primary Responsibilities and Duties

Function Administrative

Describe the specific tasks and responsibilities related to the function.

Supervision of work team leaders, large group of operative, and skilled employees. The position performs a full range of supervisory responsibilities including the authority to hire, train, transfer, promote, reward, or discipline others. Responsible for the management of employees who perform maintenance, or direct services to university grounds, building environmental services facilities, vehicles and equipment.

Establishes performance goals and measures to evaluate success of assigned area of responsibility. Participates in formulating and implementing policies and procedures.

Supervises the day-to-day operations of assigned area including the supervision of departmental employees. Provides guidance and direction to staff involved in department services and programs.

Function Administrative

Describe the specific tasks and responsibilities related to the function.

Manages funds by assisting the Director of Facilities Operations in the preparation of the annual operating budget for assigned areas of responsibility including facility-related budgets of auxiliary entities and monitoring operating budget expenditures throughout the year.

Work planning activities, staffing, and performance management as well as budgeting and planning functions. Participates in the strategic planning for assigned areas and assists the Director in developing and implementing the overall departmental strategic plan.

Function Administrative

Ensures that contracted maintenance services are properly monitored to accommodate facilities’ needs within budget constraints. Administers labor and training agreements related to the activities of responsibilities.

Ensures that Facilities’ fleet of vehicles and equipment are operational and supports the needs of the department by supervising vehicle operations, including all scheduled and contracted maintenance and repairs, to include ancillary equipment, purchasing of automotive vehicles and equipment, and technical training of employees.

Function Administrative

Participates in developing and implementing the Department’s Safety Program that ensures work hazards are identified, appropriate safety procedures are written, and staff are knowledgeable and comply with all program requirements.
