This position is assigned to the Public Works Department/Stormwater Development Review section and will be primarily responsible for ensuring compliance with the City’s federal NPDES MS4 permit by inspecting stormwater control measures (SCMs), reviewing/evaluating third-party annual SCM inspection reports, and maintaining SCM related databases.
This position will provide: engineering support and inspection of privately-owned and City-owned SCMs; specialized paraprofessional support to a program or function that requires sufficient subject-matter knowledge and expertise in an assigned field to reconcile and verify the work of others; coordination of processes; implementation of policies and procedures; and technical assistance to higher-level staff. Decision-making is limited to organizing tasks in more complex operational processes that include coordination of logistics and handling of unanticipated factors within standard policies and procedures to meet established goals.
Additional duties involve supporting project management, engineering plan reviews, and the construction inspection processes; performing field investigations and research; receiving, processing, and prioritizing work requests; assisting with contract and project administration; providing customer service to residents and professional consultants; assisting field personnel; collaborating with inspectors to ensure applicable construction and maintenance standards are met; identifying construction and maintenance deficiencies and needed repairs; collecting and interpreting field data; entering data and maintaining databases; assisting with the SCM construction acceptance process; and researching documentation, maps, and public records.
Duties/Responsibilities
Reviews and provides comments regarding annual inspection reports received from 3rd-party qualified professionals.
Performs quality assurance inspections of privately-owned SCMs, technical compliance inspections of non-compliant, privately-owned SCMs, and annual inspections of City-owned SCMs to determine whether they are functioning in accordance with approved plans and design standards
Assists in the preparation of annual inspection reports for City-owned SCMs.
Records SCM inspections and report review related information in database.
Provides technical and administrative assistance to SCM owners, contractors, consultants, and City staff.
Collaborates with regional, state, and federal partners and agencies and City of Durham departments; attends meetings and provides subject-matter expertise; provides public education and outreach; and responds to and investigates SCM-related complaints and concerns.
Assists in conducting onsite stream determinations and preparing stream determination letters.
Assists in developing and providing public education.
Supports departmental staff by collecting data, including researching documentation, maps, and public records; and interpreting policy and procedures.
Minimum Qualifications & Experience
High School Diploma or equivalent (GED, HiSet, TASC).
Three years of paraprofessional engineering support experience in stormwater control measure maintenance and inspections or other water resources-related experience such as surface water quality, green stormwater infrastructure, and water resources-related project management.
A valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.
Additional Preferred Skills
Ability to demonstrate a basic or higher level of knowledge relating to stormwater control measures.
Ability to demonstrate competent written and oral communication and technical writing skills.
Proficiency with viewing/interpreting/discerning development plans and technical drawings.
Proficiency in Microsoft Office software (Word, Excel), ArcGIS, and relational databases.
Knowledge, proficiency, and/or experience in geotechnical engineering, hydrology, agronomy, and standardized methodology for identification of intermittent and perennial streams.
Ability to identify common wetland plants.
Possession of NCSU Stormwater SCM Inspection and Maintenance certification and/or NC Surface Water Identification Training Certification.
Knowledge of common/local permanent and temporary grasses.
Some proficiency in the Spanish language.
