Summary The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), VA Medical Center (MC), Durham, NC, under Education and Learning Resource Service. This position serves as the VA Talent Management System (TMS) Domain Administrator. The incumbent administers TMS for all VAMC paid employees and trainees (approximately 4,200 staff) including all Without Compensation (WOC), contractor and volunteer staff. Responsibilities Duties include but are not limited to: Provides technical assistance and guidance to all DVAMC designated Site/Service TMS Administrators and all DVAMC employees who request or require assistance in navigating the Talent Management System (TMS). Assists Site/Service Talent Management System (TMS) Administrators in adding all VA national mandatory training, along with all mandatory training, to the individual's Talent Management System (TMS) Learning Plan using the Talent Management System (TMS) Administrator User Management programs. Assist with the monitoring and assuring that all required and appropriate training modules for Site/Service Talent Management System (TMS) Administrators have been assigned to the appropriate employee's Talent Management System (TMS) Learning Plan and that the successful completion of this required training has been properly recorded in the individual's Talent Management System (TMS) Learning History. Design and present mandatory training in the Talent Management System (TMS) Reports Function for Site/Service Talent Management System (TMS) Administrators, AO's and supervisors and develops recommendations for course revisions. Providing specific instructions and guidance with initial Talent Management System (TMS) logon; unlocking TMS accounts for those employees who have made multiple and unsuccessful initial logon attempts in Talent Management System (TMS). Maintains and updates data for distance learning courses. Performs analysis of statistical material and data generated from Education Service training programs and prepares a variety of reports and correspondence. Based on management analysis of training data, prepares briefings to senior officials projecting training requirements and cost estimates. Deliver regular and recurring training in Talent Management System (TMS) functions to Site/Service Talent Management System (TMS) Administrators, supervisors, and Administrative Officers (AO's) tailoring training to the needs of the targeted audience, as approved by VA Central Office or other guidelines and policies. Facilitates technical problems between students and subject matter experts; analyzes and reviews problems, decides on appropriate subject matter expert and/or instructional designer to respond to students; and ensure complete and accurate responses are provided to students. Implements problem solving techniques and processes to facilitate timely distribution of distance learning products and supplementary instructional materials. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the TMS (Talent Management System) program and all its functions and programming requirements, processes and procedures in order to instruct others, troubleshoot user problems, and accessing and launching VA TMS (Talent Management System) and EES (Employee Education System) online courses. Identify, and resolve user educational related situations/problems; and research, run reports, and communicate findings and make recommendations on major issues affecting training and functions of the TMS (Talent Management System). Conduct training via face to face, conference call/net meeting; or arrange for training for all Site/Service TMS Administrators. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION). Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position.
