To support this mission, OSIT has embarked on a multi-year modernization journey, within which the Business Systems Analyst/Product Analyst will play a key role: working within our legacy application as we update it to a cloud-native platform which follows modern design standards.
This position will support Optum Serve’s performance of a United States (U.S.) Government contract and will require the successful applicant to access and/or process Non Critical Sensitive information (Personally Identifiable Information [PII]/Protected Health Information [PHI]) from or contained in a U.S. Government IT system.
To fulfill the data and IT system access requirements for this position, the successful applicant will be required to successfully complete a Trustworthy Determination, which will require the successful applicant to: 1) be a U.S. citizen 2) pass a National Agency Check with law enforcement in order to obtain the access privileges required by the position and 3) pass a Credit Check in order to obtain the access privileges required by the position.

Primary Responsibilities:
Designs, codes, tests and debugs applications and components that meet all technical specifications and business requirements per assigned work items
E2E ownership from intake and refinement to deployment of production applications as well as monitoring and support
Collaborates closely with Product Analysts on developing requirements

Required Qualifications:
Bachelor’s degree in Computer Science, Information Technology or Computer Engineering or related field or 2+ years of relevant experience will be considered in lieu of a degree
5+ years of experience with Cognizant Facets
5+ years of experience with SQL
United States Citizenship
If you are offered this position, you will be required to provide extensive personal information to obtain and maintain a suitability or determination of eligibility for a Confidential/Secret or Top Secret security clearance as a condition of your employment
Preferred Qualifications:
2+ years of experience with an object-oriented programming language
Experience with EDI 837D format standard
Experience with Restful API development
Experience with .NET Core or similar object-oriented programming language
Experience with Angular, Single SPA, or other TypeScript frameworks / libraries and micro frontends
Experience with Azure DevOps (ADO) and application containerization, deployment, and orchestration across environments
Experience with Helm, Terraform, Flux, and other infrastructure as code supporting technologies
Experience with CI/CD and test automation (Playwright, Cucumber, JMeter)
Experience building cloud-native applications in Azure or similar cloud service provider including Azure cloud constructs like Blobs, Service Bus, Vault, Entra ID, Functions etc.
Experience with ETL and data formats e.g. JSON, XML
Experience with Agile Scrum and/or Less framework
Proven basic understanding of HIPAA, PHI, PII
Proven basic understanding and ability to troubleshoot applications running within Kubernetes
Proven basic understanding of cloud infrastructure and automated provisioning & configuration management
Proven basic understanding of networking and internet protocols
Proven basic understanding of logging, monitoring, and observability tools e.g. Splunk, Grafana, Prometheus, Dynatrace, Elasticsearch, App Insights
Proven basic understanding of ServiceNow incident management intake flow
Proven knowledge of Encryption, Public Key Infrastructure (PKI), understanding of OWASP
Proven knowledge of Domain Driven Design methodology Conditions

The salary range for this role is $71,600 to $140,600 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
