Job Summary:

The

Airfield Manager oversees the daily operations of an airport, ensuring safety and compliance with aviation regulations. Responsibilities include coordinating maintenance, managing staff, and liaising with airlines and regulatory bodies.

Primary Duties and Responsibilities:

  • Coordinates with tenant commands and PWD on the new aircraft parking plans, keep a file copy and annually review existing plans for compliance with airfield planning and design criteria as appropriate.
  • Knowledge includes day-to-day airfield activities, facilities, services and tenant support, which promote a safe, efficient, and airfield environment for aircraft operations.
  • Maintains a comprehensive understanding of publications, listed under Section 2, that are relevant to airfield management at NSA Bahrain.
  • Prepare, maintain, and update a daily parking plan to meet with airflow requirements and airfield restrictions in coordination in accordance with airfield management principles.
  • Recommend policies concerning the establishment and improvement of airfield support activities and airfield management procedures in support of military and civilian operations.
  • Coordinate inbound/outbound Distinguished Visitors requirements to ensure readiness of airfield resources, forward requirements and up-to-date information to the COR, ATOC and AO Officer.
  • Monitor airfield areas daily via direct visual inspection to prevent unsafe conditions and ensure continued use of facilities. Determine hazards to personnel proposing work on the airfield to include safety/security requirements and other procedures to be followed in performing their work. Record all unsafe activities and events/conditions conflicting with applicable NSA instructions
  • Knowledgeable with the Airfield Services requirements listed under Airfield Services, Chapter 7, of the NATOPS Airfield Operations manual (NAVAIR 00-80T-124).
  • Conduct annual reviews of all airfield related policies and procedures to include LOAs, MOUs, OPLANs, Services Contract Agreements, Host Tenant Support, and Joint-USE Agreements. Provide results and recommendation to the AO Officer/COR.
  • When coordinated through AO Officer/Cor, travel offsite not more than once per year to attend airfield management training, workshops or informational meetings. Travel funding shall be approved IAW Paragraph 6.
  • Participate in all CNIC and Region evaluations, inspections, and site visits. Assist with completion of respective checklist sections as coordinated with the OA Officer/COR. Comply with AFM specific checklist and regulatory requirements IAW Appendix C, NAVAIR 00-80-124.
  • Act as SME for new requirements for all airfield improvements projects to include submitting work request, preparing funding justification, review design-engineering plans for adequacy and completeness, monitoring progress, and provide recommendations as a SME during final inspections. Review completed work based on the thorough knowledge of airfield maintenance and safety standards and provide findings and recommendations to the Operations Officer.
  • Communicate with flying tenant's units to develop/provide understanding of flight line support requirements ensuring each command has the ability to maintain the highest degree of readiness. Assist the tenant commands with flight line facilities issues.
  • Provide analysis and recommendations on information, documents, briefings, etc. which has been received from Bahrain International Airport (BIA) or from Bahrain Airport Company (BAC). Attend applicable BIA or BAC meetings in support of the AO Officer/COR.
  • Report aircraft mishaps and incidents, as appropriate, to the COR and NSA Bahrain Aviation Safety Officer.

Minimum Qualifications:

(8) years experience providing oversight of day-to-day airfield activities.

Promote a safe, efficient, and effective airfield environment for aircraft operations. Within 30 days f award. Should be able to obtain subject matter expertise in the airfield operation areas reference under section 1.3.2 of the PWS (Airfield Management, Chapter 6, NAVAIR 00-80T-124).

USAF 1C7X1 (Enlisted and/or USAF (Officer) experience.

Graduate of the USAF Advanced Airfield Managers Course

USN airfield management or operations experience

U.S. Army 15P30 or higher with Air Operations experience

Knowledge of military airfield functions, UFC, ICAO, and FAA Circular Guidelines
