The Texas General Land Office is seeking a Program Specialist V(Texas Veterans Home On-Site Representative) within the Veterans Land Board Department of the agency.The Texas Veterans Home On-Site Representativeperforms advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing major agency program(s) and providing consultative services and technical assistance to program staff, government agencies, community organizations, or the general public. May serve as a lead worker providing direction to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Our Mission:The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. What Your Contributions to the GLO Will be: Serves as the primary VLB representative at the home to monitor and ensure compliance with the operations and management contract between the VLB and the operator. Builds a strong, professional relationship with the operators designated Administrator. Frequently communicates expectations to the operators designated Administrator in a respectful, open, and clear manner. Documents areas of non-compliance, and monitors the Administrators corrective actions. Reports high-risk and repeat areas of non-compliance to the Program Administrator. Collaborates in a productive way with the operator to improve efficiencies and resolve technical and operational issues. Maintains situational awareness of and communicates financial-related issues including expense control, procurement requests, logistical requirements, and related activities in support of TSVH operations. Responsible for Procurement Card (ProCard) purchases. Monitors and processes Operator Action Requests (OAR) and Operator Reimbursement Requests (ORR). Monitors CAPEX and ensures that only authorized OARs and ORRs are approved. Inventories furniture, information technology equipment and other VLB assets as directed. Manages the Resident Fund and completes purchase requests as approved by the Resident Counsel. Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s). May analyze the application of and variations within programs to develop action plans for improving or initiating new programs. Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Qualifications: Minimum Qualifications: Graduation from a four-year college or university with a degree in business, social work, or related field. Plus four years full-time experience in the administration of an eldercare program such as in an assisted living facility or nursing home. Experience and education may be substituted for one another. Physical Requirements: This position requires the employee to primarily perform non-sedentary work; mobility (moving around the work-site) is routinely required to carry out some duties including normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies. Marginal or corrected visual and auditory requirements. Constan use of personal computers, copiers, printers, and telephones. The ability to move about the office to access file cabinets and office machinery. Requires the stamina to maintain attention to detail despite interruptions. Frequent sitting and or remaining in a stationary position. Ability to move transport records, documents, boxes, and all related information materials, weighing up to 20 pounds. Preferred Qualifications: Experience in administration of an elder care program at a VA medical center, State Veterans Home, long-term care program, or a nursing home environment.
