General Statement of Duties

Eugene Municipal Court is highly team focused, customer service centered, and diversity minded. Are you team oriented, pay attention to the details and have a passion for customer service? The Municipal Court is recruiting for Court Operations Supervisor to join our team. We are looking for someone who leads with compassionate customer service.

Salary Range: $71,656.00 - $93,121.60 Annually

Work Schedule: Monday - Friday, 7:30 AM - 4:30 PM with flexibility per business need

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

Bilingual Pay Benefit: This position qualifies for up to an additional 5% of base salary bilingual pay. Please see “Supplemental Information” at the end of the posting for more information.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Recommends and assists in the implementation of goals and objectives; establishes schedules and methods for services in support of court operations; implements policies and procedures.

  • Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in court support services.

  • Evaluates operations and activities of assigned responsibilities; recommends improvements and modifications; prepares various reports on operations and activities.

  • Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

  • Ensures implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiates. Facilitates staff development on such issues as diversity and creating a respectful working environment.

  • Schedules and maintains court calendars; oversees courtroom support; coordinates the support activities related to the court calendar including daily maintenance; oversees the maintenance of the court base fine/security/bail schedule.

  • Supervises daily office operations, including accounts payable, payroll and personnel related functions.

  • Supervises the receipt and processing of all monies taken in by the municipal court including security, base fines, bail, and fee payments.

  • Coordinates the activities of the Collection section responsible for collecting all outstanding accounts receivables due to the Court.

  • Oversees the customer service, data processing and data control functions of the Division.

  • Supervises and coordinates records management activities.

  • Develops and reviews project proposals, negotiates agreements with vendors, manages project implementation including testing and training, and monitors contract compliance. Keeps projects on time and within budget.

  • Coordinates activities with those of other departments, divisions and outside agencies including the Police Department, City Attorney's Office, City Recorder, Department of Motor Vehicles, Lane County Mental Health and Adult Corrections, collections agency and attorneys.

  • Participates in the review and retention of all court records.

  • Monitors division policies and procedures to reduce or eliminate the potential liability of the courts through actions such as false arrests and incarcerations, unnecessarily suspending drivers' licenses, and false reporting to credit agencies.

  • Monitors new Federal, State and local legislation which may effect the operation of the Court, and develops policies and procedures to address the changes.

  • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints; maintains good public relations with the public, and with judges and attorneys.

  • Attends and serves on a variety of City committees, commissions, and task teams.

  • May act as Court Administrator as needed.

  • Performs related duties as assigned.

Minimum Qualifications

Experience:

Four years of responsible technical and clerical court operations experience, including one year of lead work experience.

Training:

Equivalent to the completion of the twelfth grade supplemented by specialized technical or clerical training in court operations or a related field.

Knowledge of:

  • Principles and procedures of court administration and operations.

  • Policies and procedures pertaining to the City's Municipal Court.

  • Applicable federal, state, and local laws and ordinances pertaining to records, retention, and release of records and information.

  • Legal terminology and legal procedures.

  • Modern office procedures, methods, and computer equipment.

  • Principles and procedures of record keeping.

  • Business letter writing and report preparation.

  • Principles of supervision, training, and performance evaluation.

Ability to:

  • Maintain complex records and statistics.

  • Analyze, interpret, and report research findings.

  • Interpret departmental policies and make decisions based on those policies.

  • Produce clear, concise, and accurate reports and proposals.

  • Supervise, train, and evaluate assigned staff.

  • Evaluate and develop improvements in operational procedures, policies and/or methods.

  • Communicate clearly and concisely, both orally and in writing.

  • Prepare and administer a budget.

  • Establish and maintain cooperative working relationships with those contacted in the course of work.

  • Interpret new and revised laws; develop and implement procedures related to those laws.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
