The Integrated All-Domain Effects (IADE) Division within the Air Force Center (AFC), manages/supports a body of work that is interconnected across MITRE’s National Security Sector (MNS) and MITRE’s Public Sector (MPS). The work program is focused on enabling power projection against peer competitors in the highly contested environment. This requires developing exquisite Air Force capabilities, as well as integration with the Joint Force. Many of the capabilities being developed and integrated require partnerships between the Air Force, other services, and the Intelligence Community (IC).
IADE’s Air Force sponsors span major PEOs (e.g., AFRCO, C3BM), HAF/SAF, IC (NASIC/NSIC, OUSD(I&S)), and research organizations (AFRL). The division strives to deliver world class technical expertise and capabilities in support of a set of the most challenging national security objectives. IADE leads the development and implementation of advanced capabilities that will be critical to deter or defeat peer competitors and where integration across the joint force is paramount. The chief engineer is accountable for ensuring MITRE’s technical deliveries are beyond reproach given the importance of the missions.
The Chief Engineer of IADE will be responsible for work with stakeholders across MNS to align and shape activities that have shared equities within other services and the IC. The Chief Engineer is accountable for ensuring close coordination with other Center and Division Chief Engineer’s to ensure the requisite level of technical quality standards is met on interconnected efforts while ensuring the relevance and impact of our products.
Roles & Responsibilities:
The Chief Engineer responsibilities include:
Technical Quality
Define, adapt, and implement technical quality program across IADE’s projects to ensure products and recommendations delivered to MITRE’s sponsors are independent, data driven, and properly reviewed
Provide assessment of FFRDC appropriateness of projects activities within IADE’s work program and provide recommendations to ensure impactful use of FFRDC staff and resources
Collaborate with Chief Engineers across MNS, MPS, and MITRE Labs to identify opportunities to define technical quality norms across The MITRE Corporation
Technical Impact
Ability to lead key technical area across AFC and manage connections across MNS (I.e., space or cyber integration into Joint All-Domain Command and Control, sensing in the highly contested environment,…)
Represent IADE’s requirements to internal research and development community to assist with defining investments to address sponsor’s pressing operational challenges
Develop overall IADE lab, infrastructure, and tools/training strategy
Driven by shaping technical contributions from the perspective of impacting mission effectiveness
Strategy Development
Partner in developing and refining IADE division strategy
Identification of new technical areas where MITRE is either uniquely positioned or has an opportunity to provide innovative capabilities
Works to align IADE work program to MITRE’s Mission Critical Programs (MCP) when appropriate
Identification of technical capability areas of focus for division aligned to current and future sponsor needs.
Provide continuous assessment of IADE division’s technical capabilities to inform hiring activities and investment opportunities
Staff Development
Demonstrates and promotes MITRE’s cultural attributes (speed, risk-taking, adaptability, collaboration, grace and respect)
Provides technical leadership and mentorship across teams delivering one-of-a-kind capabilities to the warfighter focused on operating within the highly contested environment
Sets technical culture across an accomplished and senior set of technical leaders (many L6 PLs and individual contributors who are recognized experts in their fields)
Instills a culture of collaboration across all staff experience levels to improve MITRE’s value to sponsor
Partnerships and Initiatives
Coordinate technical outreach to industry, academia, and other stakeholders, ensuring that best practices and technologies are brought to bear on technical products
Collaborates with Chief Engineers across MITRE (MPS, MNS, MITRE Labs, and MITRE Engenuity) to identify opportunities to aligne efforts and increase impact to sponsors
IADE Divisions representative to MITRE’s internal research and development program
Leads key technical area across AFC and manage connections across MNS (i.e. classified space capabilities that have stakeholders across Department of the Air Force, IC, and other services)
Represents MITRE at conferences on relevant technologies or missions to IADE’s sponsor challenges
Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.
A strong leadership presence and demonstrated thought leadership.
Basic Qualifications:
Typically requires a minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.
Proven track record in making technical contributions including work shaping to meet sponsor needs.
Experience creating and leading technical strategies to increase the impact of outcomes.
Experience driving innovation into the work program by leveraging R&D, facilitating engagement between researchers and relevant sponsors, and overseeing the transition of research results to sponsors to address mission outcomes.
Proven Track record of partnering with organization (e.g., internal, academia, industry) to ensure capabilities and platforms are strategically leveraged in the execution of programs.
Experience in shaping the workforce and skill mix to develop the technical capabilities of the staff to include high quality hires capable of technical impact and growth.
Excellent communication skills in articulating complex topics to sponsors and staff.
Active TS/SCI
This position requires 4 days a week on-site.
Preferred Qualifications:
Detailed understanding of DoD Command, Control, and Communications concepts and systems.
Strong technical background in multiple of the following areas: software engineering, automation, space systems, military and commercial communications systems, advanced sensor technologies, modeling and simulation, complex systems engineering, digital engineering, electronic warfare.
Previous work within dynamic environments that fosters innovation in areas that provide leap-ahead capabilities to sponsors that result in significant operational benefit.
MS or equivalent and 15 or more years of experience in relevant domain.
TS/SCI, SAP
