Job Description:
GDIT is looking for a data manager with deep data analytics skills. In this role you will provide data management support to the CDC Office of Public Health Data, Surveillance, and Technology’s Inform and Disseminate Division. In this role you will focus on management of big data sets of surveillance and purchased clinical data. Your role is as a data manager who works closely with your client to understand the needs of health scientists and ensure data is ready for analysis
Supporting CDC in a fast-paced environment that requires the ability to work with big data sets and turn complex analysis around in a few days. There may be opportunities to support MMWR and other publications.
Manage the data lifecycle from collection to disposal, ensuring efficient storage, access, and use.
Support contract and vendor communication, including scope review, specifications verification, discrepancy follow-up, and coordination with vendors.
QA/QC data, focusing on creating methodologies, maintaining quality levels, automating checks, and coordinating User Acceptance Testing.
Manage meta-data, which involves generating, coordinating, updating technical and business metadata across various assets.
Handle schema deviations, maintain data dictionaries, and direct engineering efforts for database setup.
Sign off on data releases and coordinate data flow across various systems, including EHR datasets.
The candidate will provide high-level expertise to develop study questions and designs; conduct analyses; and interpret findings based on electronic case reporting data and pharmacy, hospital, and healthcare claims data.
Maintain requisite knowledge for managing and analyzing large data sets using Python, SAS, SQL, or R.
Trains/demonstrates new analytics tools and software languages for DHIS/PEB staff. Perform work for review in timely intervals as defined by Health Scientist Coordinator.
Reviews deliverables to ensure time frames and quality standards are met, and then submits deliverables within established time frames.
Develop and document Python, SAS, R, or SQL programs, views, and databases.
Verify results and validate with other known information sources.
Summarize and visualize results (for example, develop graphs for dashboards showing data metrics).
Draft final reports, methodological white papers, or articles for publication.
Track technical assistance being provided to ensure queries are answered promptly and consistently.
Produce data extracts and cleaning scripts.
Develop data management and analysis materials, including graphics to convey analyses.
Publish analysis and QC scripts to central repository or shared spacelikeGitHubforusebyotherswithinPEBandacrosstheagency upon review and acceptance by CDC.

Co-author and write papers for publications in peer-review journals and reports; present papers/research/findings to the scientific community at professional meetings and conferences.
Support CDC clearance process for scientific products, which includes reviewing materials produced by others
Technical Skills : Python, R, SAS, PySpark, Tableau Server, PostgreSQL, SQL, Django, ArcGIS,
Qualifications:
Bachelor’s degree in Computer Science, Computer Engineering, Data Science or related discipline
3+ years supporting federal government in support roles required
Experience developing in Python or SQL Experience creating data QA/QC scripts
Experience with Microsoft Azure (preferred) or AWS Experience with Databricks
Experience with Big Data analysis programming techniques and technologies in a public health environment
Experience with data mining, statistical analysis, and data structures (preferred)
Experience with Public Health data analysis preferred
Experience with relational databases and data pipelines
Possession of excellent analytical, data gathering, and problem-solving skills Experience supporting multiple concurrent, on-going activities
Excellent communication and interpersonal skills
Mid level understanding of data analysis including the use of SAS, R, SQL and Python for developing database views and programs
Experience with large ‘big data’ datasets
Self-sufficient (needs little supervision)
Sound interpersonal communication, telephone, email and business etiquette
Strong attention to detail and organizational skills
Experience in facilitating quick turn-around for complex documents
Experience in assisting in the preparation of documents for public audiences
Experience in the use of MS Teams and Microsoft Office software (i.e., Word; Excel; PowerPoint; Outlook)
Must have the ability to obtain a National Agency Check with Inquiries (NACI) clearance

Desired Skills and Experience:
Previous CDC and or public health experience highly desirable

Public health and/or CDC experience required
Basic Security Clearance
The likely salary range for this position is $63,750 - $86,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
