Summary This position is part of the Defense Threat Reduction Agency. Responsibilities This position is in the Red Team Division, Mission Assurance Department, Nuclear Enterprise Directorate, Defense Threat Reduction Agency (DTRA) located on Fort Belvoir, Virginia. As a PROGRAM MANAGER (WHITE CELL) at the GS-0340-13/14 some of your typical work assignments may include: Responsible for the management of a complex Red Team Program which involves coordinating with high-level customers such as OSD, COCOMs, Services, and Agencies to ensure customer objectives and DTRA requirements are fully addressed. Responsible for coordinating assessments with the Program's customer, asset and facility owners, and other designated stakeholders. Ensures the team operates in concert with the assessment's objectives and Red Team authorities. Communicates the Program plan, assessment focus areas, hypothesis, actionable events, milestones, and/or programmatic issues under review. Oversees the coordination of cost estimates and participates in annual and quarterly briefs on budget projections. Responsible for the overall conduct and management of a specific Program of assessments, to include the safety, legality, and security. As such, provides advice and guidance to the Program staff and customer representatives on all matters pertaining to statutory and regulatory requirements and other administrative directives. Recommends improvements to processes and products as well as resolves technical problems, developing solutions that are innovative and often precedent setting. Provides oversight and integrates the Red Team members, Red Team partners, customers, and other stakeholders to accomplish planning tasks. Responsible for the overseeing the application and execution of Red Team authorities, and the approval, disapproval, and/or communicating proposed assessment activities to higher level and/or legal reviewers. Oversees the conduct of adversarial-based red team activities and provides recommendations to Commanders/Directors on mitigating identified vulnerabilities of systems, facilities, and infrastructure that comprise critical missions. Facilitates the coordination of assessment requirements within the Red Team as well as with the Mission Support Division, the Mission Assurance Assessment Division, and a multitude of other DTRA directorates. Routinely briefs General Counsel on Program mission, scope, and objectives, and assessment coordination. Develops and presents safety, security, and legal authorities brief to partner organizations; ensuring all team members are prepared for all the unique requirements of the assessment. Works with team members to produce work products to inform customers of identified vulnerabilities. Informs the supervisor of the culmination of outcomes and results, e.g., timely delivery of operations orders, customer briefs, legal decisions, and assessment reports, as well as other services provided by the team accomplished during the life cycle of the assessment. Develops and maintains Division training documents and processes in coordination with Division and Branch leadership. Provides expert high-level technical advice and counsel to the Red Division, Mission Assurance Department, DTRA Leadership, and assessment customers to include OSD, COCOMs, Services, and Agencies, as well as State and Local authorities. Develops procedures in coordination with program execution to enable legal and safe assessments in support of the Department's Mission Assurance Assessment programs. An ideal candidate would have excellent written and oral communication skills, excel in a dynamic team environment, and be capable of performing multiple complex actions simultaneously. They possess experience in supervision and conducting assessments and are skilled in relaying and defending complex concepts and procedures to senior officials. Additionally, ideal candidates would be versed in reviewing, interpreting, adjudicating, and applying operational policies and directives. The candidate selected for this position would conduct up to six assessments annually and travel to both CONUS an OCONUS locations. Each assessment is 18 days long to include travel days to and from the assessment location. During the course of the assessment, the incumbent could be required to work up to 16 hours per day to include nights and weekends (associated overtime pay and/or compensatory time is authorized in accordance with DoD and DTRA policy). The duty schedule is based on assessment team activities and will vary day to day during the assessment. In addition to assessment travel, you may also be required to travel to conduct coordination briefings with customers or other stakeholders; that travel usually consists of 3 to 5 days and occurs on average 3 to 4 times per year as needed. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience executing security and/or vulnerability assessments Experience defending complex concepts and procedures, to senior officials via both oral and written briefings Experience assessing Program Management Action Plans Experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience providing oversight to and execution of security and/or vulnerability assessments Experience providing expert high-level technical advice, and relaying and defending complex concepts and procedures, to senior officials via both oral and written briefings Experience developing and assessing Program Management Action Plans to include acquisition requirements and staffing plans Extensive experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations Experience providing feedback on the evaluation of work performance of military, government, and contract personnel Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
