Responsibilities Serves as Occupational Safety and Health Specialist for the Defense Logistics Agency (DLA) Major Subordinate Command (MSC) DLA Energy. Provides technical expertise, assistance, and consultation to HQ, DLA Energy, the military services, DoD contractors, and other DoD and federal agencies on Safety and Occupational Health (SOH) issues. Provides technical expertise in the application of SOH regulations in the development of specifications and statements of work for contract services or projects at DLA Energy facilities. Maintains the latest developments in the SOH field by reviewing technical publications, attending conferences and professional training seminars, and discussions with other government and industry representatives. Obtains information from witnesses, officials, studies operations from resultant data, determines causes of accidents and makes recommendations to prevent recurrence. Prepare reports and analysis of accidents and operations to determine problem areas which need study or correction. Plans, schedules, and performs annual SOH inspections of MSC workplaces including locations where the MSC is the SOH Lead. Requirements Conditions of Employment Qualifications To qualify for a Safety and Occupational Health Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Manages and reviews safety criteria and policies using a wide range of safety and occupational health concepts, theories, principles, and practices. Perform investigative work, identifying problem areas and their causes, and making recommendations to a clear pathway for the implementation of the solution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS The work requires frequent and protracted periods of strenuous physical exertion, such as long periods of climbing, crouching, or crawling in confined spaces or around and between operating equipment while carrying moderately heavy equipment (20-30 pounds or more) and while wearing protective clothing. There are sedentary periods of extensive deskwork, such as that required for the preparation of reports for customers and regulators, data analyses, review of testing results, and the preparation of contract specifications. WORK ENVIROMENT Work involves sporadic and potential exposure to potentially dangerous or hazardous situations, such as working with toxic chemicals; working at great heights under temperature extremes; or working around areas devoid of oxygen, containing harmful bacteria/molds, or emitting hazardous chemicals. A variety of health and safety precautions are necessary as two or more potentially hazardous conditions may occur simultaneously. This exposure requires the use of protective clothing and equipment, including respirators, safety shoes, hardhats, and ear protectors. Work involves regular and recurring exposure to discomforts such as high noise, high and low temperatures, adverse weather conditions and unsecured incident (emergency) scenes.
