Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. As Administrative Officer, responsible for internal management of the organization providing analytical support on substantive Directorate issues maintaining an effectively integrated admin program. Responsibilities Serves as Administrative Officer for the Assistant Chief of Staff (ACofS), G-1 NETCOM, responsible for the internal management of the organization, for providing analytical support on substantive Directorate issues. Collaborates with G-1 leaders, develops and evaluates current and long-range administrative requirements, plans and programs. Analyzes strategic and operational plans, existing organizational structures, turnover, and other factors to develop human capital baselines and projections. Reviews, analyzes and/or interprets new or changed regulations, policies, and directives issued by higher echelons and determines impact on the ACofS, G-1 and selected special staff. Develops, advises on, and assists in developing budget estimates, requirements, and justifications. Serves as Property Book Officer, maintains overall accountability of all assets within the ACofS, G-1 and CG’s special staff Administrative Control (ADCON) to the ACofS, G-1. Maintains accountability of government travel cardholders and IMPAC cardholders within the Command Group and Company area. Serves as the ACofS, G-1, information, personnel, and physical security manager ensuring compliance with current security directives. Serves as point of contact (POC) for all personnel training matters. Uses information technology hardware and software applications to gather and interpret data, prepare reports, spreadsheets, policy statements, actions plans, and illustrated presentations for delivery to program stakeholders. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by researching issues such as personnel, budget, or supply to advise leadership on administrative support functions; monitoring procedures for the control, maintenance, or disposition of records; and preparing manpower reports for leadership review. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, or Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
