The Deputy Director of Project Controls (PC) represents Global Engineering on large Capital Investment Projects. The key responsibility is to provide expertise on estimating, cost control and schedule management for capital projects. This position may have dotted-line relationship with Finance.

Main Responsibilities:
Highly skilled in Cost Management, Scheduling and Earned Value Management System (progress reporting).
Demonstrated experience in project >$10M - $200M.
Thorough knowledge of SAP-type financial systems and project financial reporting.
Demonstrated experience and knowledge of financial policies and procedures associated with capital projects.
Knowledge of purchasing procedures and contract management.
May have direct interaction with A/E and CM firms, especially related to change orders, invoice review and resolution.
Oversee preparation of funding estimates and schedule for new projects. Facilitate risk analysis (knowledge of monte carlo modeling a plus). Ensure benchmarking metrics are prepared for all new projects.
Develop and maintain spending and progress curves. Track manpower productivity.
Responsible for monthly SHINE ( S hared and H armonized Portfolio, Project Management & Controlling for I ndustrial Ne twork) updates.
Responsible for ensuring PC project deliverables, such as; monthly reports, trending, cashflow projections, work-in-place (WIP), value engineering, schedules, etc.
Maintain training to be current in appropriate project management (PM) and PC procedures to support execution of engineering, construction, commissioning and qualification activities.
DD will perform audits to ensure man-hours and progress being reported is accurate. Deviations from budgets or schedules are evaluated for the cause and the solutions are proposed to the project manager. Participate in Lessons Learned exercises as appropriate.
Experience in developing earned value measurement (EVM) for engineering design, construction, and C&Q phases pf project
Experience with coaching & mentoring of junior staff.
Ensure compliance with Sanofi Pasteur Global Engineering standards and procedures for project controls, and site Standard Operating Procedures (SOPs) while supporting Project directives.
Consistently work in a safe manner, respecting the Sanofi Values.
Specific details related to Key Accountabilities:
Demonstrated project controls experience on large, complex capital projects.
Regional Engineering PC support is responsible for large or more complex scopes of work.
PC’s key responsibility is to provide cost management, scheduling and cost estimating.
The DD could also be managing Project Controls personnel (either internal or external) on the project team.
Must have thorough knowledge of all aspects of project controls to include cost management, scheduling, estimating, change management, EVMS (Earned Value Management System) and benchmarking metrics.
Regardless of assigned groups above, a DD is responsible for managing the PC staff for either Site or Regional projects and may have as many as 1-3 indirect reports.
Extensive and continuous interaction with Project Manager, the DD will develop the project controls that will best reflect the scope, goals and schedule of the project.
Scope and dimensions
The Deputy Director of Project Controls will be assigned to Regional Engineering projects (typically at Swiftwater, PA or Framingham, MA sites).
Must possess the ability to direct and lead cross divisional and cross functional teams towards common goals; ability to coordinate capital planning and forecasting information across all levels of the organization; effective business process improvements to support a more cohesive way of planning, executing and tracking capital work at the site or regional levels.
About You
Education and experience
BS required in engineering or technical discipline with >10 years within an industrial environment (biotech or pharmaceutical manufacturing experience preferred).
Must have excellent written and verbal communication skills; advanced excel skills required (PowerBI experience a plus). T
his position requires strong analytical skills and problem solving and troubleshooting skills.
Must be well versed in SAP software and have high degree of project financial liaison experience.
