City of Frostburg City Administrator in Frostburg, Maryland

Frostburg, named after its founders, Meshach and Catherine Frost, has a history rooted in its location along the National Road.

Situated at the headwaters of the Georges Creek Valley, Frostburg grew into a thriving coal mining community.

Located in the Appalachian Mountains of Maryland, Frostburg is the second largest municipality in Allegany County, with a population of just over 7,000. The City is proud to be home to Frostburg State University (part of the University System of Maryland), whose students make up about 35% of the Citys population. The City is home to 2 elementary schools and a high school.

More recently, the City is known for its recreational offerings, being a TrailTown along the Great Allegheny Passage rail trail and the destination City for the Western Maryland Scenic Railroad. It offers a variety of noteworthy cultural and community events, such as the Elks Derby Day, Storybook Holiday, and much more. Structure of Government

The City operates under a nonpartisan commissioner form of government. The Mayor and each of the 4 council members are elected at-large, every 2 years. The next election will be on June 2, 2026.

The Citys corporate fund budget averages about $9M per year, and the enterprise funds for water, sewer, and garbage total about $10M per year. The City has 52 full-time employees and several seasonal employees in the summer. The City is a full-service municipality, and its operations include Police, Planning, Zoning, Code Enforcement, Public Works (Water, Sewer, Streets, and Garbage), Finance, and Parks and Recreation. The City is entering the 2025 calendar year in a solid financial position and stable employment base.

Candidate Qualifications

The City of Frostburg seeks a leader committed to resident service, community engagement, and a positive employee culture. The best candidate will be a creative problem solver with the ability to look at the big picture but also one who demonstrates fiscal responsibility and an attention to detail.

The candidate shall possess a Bachelors Degree, and a Masters Degree in Public Administration, Business, or related field is preferred. A successful candidate must have 5 to 7 years of experience in public sector employment, or similar not-for-profit employment, including at least 3 to 5 years as a senior manager or Department Director. The City Administrator will be required to be a member of ICMA, and the ICMA Code of Ethics must be adhered to. A candidate with the ICMA-CM credential is preferred.

About the Position

The City Administrator is an appointed employee who is responsible for the broad day-to-day management of all aspects of City Government; the City employs department heads for each department, who are professional and capable in their respective roles. The Administrator is tasked with completing the overarching objectives of Mayor and Council and is expected to have a rapport with the elected officials based on frequent coordination, communication, and mutual respect.

The Administrator will work with the Mayor to set the business agenda of the Mayor and Council on a monthly basis. They will coordinate with the City Attorney to complete a variety of work on behalf of the City, as needed. The Administrator will be responsible for the Citys adherence to the Maryland Open Meetings Act and Public Information Act as well as all other applicable laws and regulations. The City Administrator is responsible for some human resource functions,including hiring, firing, and benefits and compensation for employees. The City Administrator should make themselves generally available to residents and business owners in the community.

The Administrator should be familiar with the various functions of local government and be ab e to navigate the political environment and collaborate with other government and economic development agencies. The Administrator will be expected to be committed to continued education and training.

Compensation

This is an appointed, contractual position, with a salary range of $90,000 to $110,000 per year, commensurate with experience and qualifications. Residency within the City of Frostburg is preferred but not required.
