LORAM Maintenance of Way Inc Talent Acquisition Specialist in Hamel, Minnesota

Job Title: Talent Acquisition Specialist FLSA Status: Exempt Department: Human Resources Reports to: Manager, Talent Acquisition GENERAL DESCRIPTION / PURPOSE: The Talent Acquisition Specialist is responsible for sourcing, assessing, referring and/or selecting talent for various positions throughout Loram with a focus on high volume field operations, shop/warehouse and supporting the internship program. The Talent Acquisition Specialist utilizes a basic understanding of Loram's organizational structure and specialized functions, knowledge of federal and state laws regarding employment practices, and uses considerable human resources skill when performing the recruiting process. ESSENTIAL JOB FUNCTIONS: Talent Sourcing Research and recommend new sources to create and place effective advertisements and communications in accordance with recruiting strategies Source active and passive candidates by using job service offices, job boards (i.e. LinkedIn, Indeed, ZipRecruiter, etc.), career fairs, mobile recruiting events in U.S. and Canada, campus recruiting, or other traditional/non-traditional means to maintain talent pools Utilize the internet, social media, military organizations, direct sourcing and networking to market and recruit candidates Ability to develop and leverage a referral pipeline and utilize outside recruiting firms in a cost-effective manner Talent Assessment and Selection Evaluate candidate applications and resumes against position requirements, conducts interviews, and determine suitable candidates to make the hiring decision or submit for hiring manager review Tactfully decline applicants who are assessed to not meet position requirements Initiate the pre-employment process in a fair and equitable manner ensuring affirmative action plans are followed. Back up support to Talent Acquisition Coordinator to perform background reference investigations (i.e. criminal backgrounds, motor vehicle report, drug and physical) Reporting and Compliance Utilize recruiting databases, applicant tracking systems, internet tools, and other software to perform the recruiting process Maintain all pertinent applicant and interview data to ensure unemployment and wrongful discharge claims may be appropriately addressed Maintain recruiting activity reports using Excel Have knowledge of state and federal labor laws and guidelines, which includes OFCCP, EEO and AAP BEHAVIORAL COMPETENCIES: Resilience Impact Communication Ethical in Words and Actions Planning and Organizing Informing Values Based REQUIRED QUALIFICATIONS: Education: High School Diploma/Equivalent Experience: 2+ years of recruiting or Human Resources related experience Licenses/Certifications: Ability to acquire and maintain company provided railroad safety training and certifications Knowledge, Skills and Abilities: Ability to manage a very high volume of daily phone screens Knowledge of computers and software with good word processing skills using Microsoft applications Good personal presentation skills to present to candidate groups at in person recruiting events Ability to maintain a flexible travel calendar and travel in the US and Canada PREFERRED QUALIFICATIONS: Education: Bachelor's Degree in Human Resources and/or related field Experience: 2+ years of Applicant Tracking Systems (ATS) and online tools experience. 2+ years of proactive full desk recruiting in a corporate, agency or veteran environment Knowledge, Skills and Abilities: A working knowledge of railroads, transportation, heavy construction, or combination Knowledge of or ability to quickly become familiar with Railroad products and services, particularly pertaining to maintenance of track and structures WORKING CONDITIONS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the role.
