UPMC Sr. Regional Director, Maintenance in Harrisburg, Pennsylvania

Purpose:

The Sr. Regional Director of Engineering and Maintenance is responsible for planning, organizing, directing and controlling Maintenance and Engineering functions.

This position reports to the Corporate Vice President of Facilities, Engineering and Maintenance and will have oversight of the UPMC Central PA hospital and HBC facilities. Additionally, they assure consistent support of and equally share responsibility for all facilities operations, compliance and accountable program management as well as the Trades and maintenance staff of these facilities. This candidate is also responsible to facilitate Monitor Based Continuous Commissioning of the UPMC Central PA Hospital facilities infrastructure through the various Building Automation Systems and various analytics and software collaboratively with the UPMC Corporate Command and Operations Center.

This position will be responsible for oversight over 8 hospitals: Harrisburg, Community General, Polyclinic, West Shore, Carlisle, Memorial, Lititz, and Hanover.

Responsibilities:

  • Responsible to provide comprehensive reporting of capital needs, infrastructure conditions and compliance regulations specific to facilities engineering.

  • Provide hospital(s) emergency management representation and provide leadership in both preparations and responding to emergencies as they may arise.

  • Support construction activity and project management both in collaboration with Construction Management and facilities operational perspective, including ILSM, ICRA and compliance with direct project management responsibilities when logistically appropriate or advantageous in concert with Senior Regional or AVP of Facilities for the region.

  • Manage comprehensive facilities activity, conditions, risk reports and communicate these activities to the Corporate VP of Facilities Engineering.

  • Analyze the cross support and opportunity among the regional hospitals and facilities and initiate action to support those opportunities.

  • Oversee the systems operating goals and objectives administering all programs within the System meeting standards set forth by JCAHO, federal codes, state codes and city codes. Understanding that failure to meet these standards may place the facility and/or its employees in jeopardy and/or risk.

  • Establish and maintain departmental organization through the development of a sound organizational structure, policies and procedures for operational standards, safety, training, energy management, information systems, working standards, etc. noting quantifiable expectations for quality and quantity of work.

  • Responsible for all personnel reporting to or through his designees. This is to include the development of proper and timely performance appraisals, the establishment of annual review and job descriptions, the establishment of a training and educational program including monthly in-services to meet JCAHO, safety and departmental needs, as well as craft in-services on specific hospital equipment as required for the proper performance of all craftsmen and staff.

  • Directly responsible for the timely and accurate development of annual capital offering budgets for those hospitals he maintains direct responsibility for and shall participate and assist other UPMC Hospitals in the development of annual operating budgets.

  • Directly responsible for the timely development and implementation of an operating plan for Engineering and Maintenance to include energy management, product and service acquisition and organizational redesign and structure.

  • Directly responsible for the establishment and maintenance of all hospital and facilities maintenance. This is to include, but not limited to, hospital wide preventive maintenance program, all power house operations, all grounds maintenance, the repair of all facilities, as well as the management of in-house maintenance staff and responsibility for renovations and facelifts.

  • Directly responsible for the management of all Engineering and Maintenance information systems as required to meet JCAHO codes, etc. This is to include, but not be limited to, maintenance information systems, preventive maintenance systems, building automated control systems, material management systems and financial systems.

  • Develop and maintain an organizational structure appropriate to achieve the organizational objectives of the Engineering and Maintenance Department.

  • Achieve economic and efficient operations consistent with various hospitals' missions, goals and objectives maintaining the principles of cost containment.

  • Maintains UPMC Hospital's comprehensive preventive maintenance program to ensure it provides reliable and economical operations and promotes patient, employee safety while complying with all standards.

  • Provides project management services to ensure that internal projects are within budget and completed in a timely manner avoiding unnecessary delays while providing a safe operation of the existing facility.

  • Achieve satisfactory rapport and communication throughout the UPMC System and the furtherance of departmental goals, objectives and responsibilities.

  • Plans, organizes and implements successful conservation program at the best interest of employees, patient welfare, minimizing waste wherever possible through the efficient use of utilities, equipment, etc.

  • Effectively meet and communicate with various department heads to maintain consistent facilities interface with others and maintain an efficient and safe facility.

  • Bachelor's degree required; preferred in Engineering, Business Administration, Architecture or related field. Master's degree preferred; in Business Administration, Engineering, Architecture or related field.

  • 10 years of experience (healthcare or comparable)

  • Candidate must have commissioning and troubleshooting experience that is specific to complex healthcare facilities infrastructure and MEP systems.

  • Candidate must have a sound understanding of MEP systems, structural conditions and formulating appropriate action planning to maintain a safe and efficient facility and its support of the mission of healthcare in the facility(s).

  • Must have excellent analytical, verbal and written communication skills.

  • Must have visual acuity and verbal ability in order to communicate with Hospital Health Care and Utility personnel.

  • Must have appropriate computer skills and knowledge of computerized maintenance management systems.

  • Must have a thorough understanding of hospital compliance regulations as related to facilities operations, The Joint Commission, PA Department of Health, AIA guidelines for Healthcare Facilities, NFPA and local/city regulations and codes. Solid business and personnel management ability. Licensure, Certifications, and Clearances: PE, AIA, and CFM certifications preferred.
