Introduction
The State of Connecticut (https://portal.ct.gov/) , Department of Children and Families (DCF (https://portal.ct.gov/dcf) ), Academy for Workforce Development seeks a qualified individual for a full-time Training Program Coordinator (Curriculum Manager (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=0097MP&R1=&R3=) ). This position is 40 hours per week, Monday – Friday, and located in our Central Office, 505 Hudson Street Hartford. Statewide travel is required for this position.
DCF is comprised of six (6) Regions (that break down into fourteen (14) area offices), 2 facilities, the Wilderness School, and Central Office. The Academy for Workforce Development seeks to strengthen the practice of child welfare services in Connecticut by enhancing the knowledge and skills of DCF staff, as well as providing educational opportunities for non DCF employees in the form of internships. The nature of child welfare interventions and services are challenging and complex, therefore the demand for competent skills of those who provide these services is imperative.
The Curriculum Manager will play an important role in the daily operations of the Academy for Workforce Development. The Curriculum Manager will lead all efforts to coordinate and track training compliance for the department while overseeing the functionality of the learning management system. This position plays an integral role in the analysis and reporting of training data for the purposes of seeking federal reimbursement.
The Curriculum Manager will:
Maintain oversite of the functioning of the Learning Management System
Track the agency mandatory annual training hours for the workforce
Track and generate reports on the required onboarding training of newly hired non-caseload carrying staff.
Provides consultative services to agency administrators and training staff in developing and conducting needs analysis
Prepares statistical evaluation summaries, feasibility study reports, program projections and other reports
Manage and maintain SharePoint site
Liaison between BITS and DCF
Conduct monthly training courses
Provide technical computer assistance to the workforce

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for directing curriculum development and training related program administration.
EXAMPLES OF DUTIES
Directs staff and operations of training and staff development programs;
Performs specialized duties in area of training and staff development;
Provides consultative services to agency administrators and training staff in developing and conducting needs analysis;
Develops action plans;
Develops, reviews and evaluates curriculum and training courses;
Prepares, reviews and monitors contracts for training services;
Prepares statistical evaluation summaries, feasibility study reports, program projections and other reports as needed;
Participates in the recruitment and hiring of staff, including outreach, interview and selection;
May teach in areas of expertise;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
principles and techniques of in-service training and staff development;
educational methods and techniques;
Knowledge of relevant state and federal laws, statutes and regulations;
Considerable
interpersonal skills;
oral and written communication skills;
Considerable ability to assess training needs and determine objectives.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional employment in in-service training, human resource development or adult education.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have had primary responsibility for planning, developing, coordinating or implementing an in-service training or staff development program.
NOTE: Positions at the Police Officer Standards and Training Council require this experience to be in law enforcement training programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
Experience researching and developing course curricula.
Experience training and developing staff in a human services setting/organization.
Experience with training development platforms, including but not limited to, PowerPoint, Canva, Articulate 360, and Adobe Creative Cloud.
Experience compiling reports, analyzing data for the purposes federal reporting and reimbursement.
Experience with Microsoft 365 applications, including Excel, Forms, SharePoint, Outlook, Word, One Drive and Teams.
Experience with managing multiple Learning Management Systems simultaneously, i.e. SABA.
Video editing experience utilizing Adobe Premier Pro, Final Cut, Snagit, Camtasia.
