Job Summary
Manages all aspects of capital building projects on campus. Assists Customers with programming of space for future projects. Manages university projects as assigned. Reviews plans for code compliance and proper design. Assists in the management and coordination of activities involving comprehensive planning of campus facilities, master planning of the university environment, formulation of project criteria for alternatives, repairs, and renovations to ensure the physical needs of the university are fulfilled. Maintains USM Planning, Design, and Construction Standards. Supervises the update and renewal of CAD drawings and as-built drawings. Utilizes software to accurately track university space.
Primary Duties and Responsibilities
Primarily serves to oversee projects for the USM Hattiesburg campus.
Oversees the Planning, Design, and Construction staff of the USM Hattiesburg Physical Plant.
Completes and submits all forms required by the Bureau of Buildings (BOB) and Institutions of Higher Learning (IHL) in an accurate and timely fashion.
Works with the City of Hattiesburg departments for all city-owned utilities such as domestic and fire water, sanitary sewer, and storm water construction, repairs, and maintenance as it impacts the USM Hattiesburg campus.
Plans, programs, and/or coordinates the completion of university-funded projects with the building occupants and Physical Plant personnel regarding work methods, interpretation and clarification of drawings, and the scheduling and coordination of work performed by university staff, contract labor, and sub-contractors.
Consults with appropriate faculty and staff / administrators to address complaints, project requests, and justifications for projects.
Directs and coordinates access and upgrades to all the cellular tower sites on the university campus. Serves on the USM Cellular Review Committee.Reviews and approves cellular site and equipment placement upgrade plans with I-Tech (USM Department of Information Technology). Manages all cellular services visits and arranges access to each cellular site.The University currently has (5) active cellular sites.
Provides direction, vision, and positive, creative energy, toward the accomplishment of university and departmental missions, for the entire Physical Plant department, to include supporting the SAVP in master planning, long and short-term departmental objectives, timely evaluation, and adaptability to changing economic climates.
Ensures the submission of all required reports in coordination with the Director of Facility Operations and Maintenance to the Institutions for Higher Learning (IHL), the Mississippi Bureau of Buildings (BOB), the Mississippi Department of Environmental Quality (MDEQ), the Mississippi Department of Archives and History (MDAH), and all other appropriate federal, state, and local agencies.
Directs the drafting/CAD/archive functions to maintain facility and project record files and databases.Manages the space allocations of university departments and makes recommendations for re-allocation of space.Develops and/or supervises the preparation of complex drawings, specifications, and works schedules for alterations, additions, and renovations to university facilities.
Confers with appropriate faculty/administrators to determine programmatic needs and scope of proposed alterations, additions, and renovations to facilities; analyzes feasibility of change, explores alternative designs, incorporates building system requirements, fire code requirements, and ADA standards; and designs and estimates the cost of the proposed work.
Accurately completes university space allocation documents, requested by the Bureau of Buildings (BOB) and all forms required by the Institutions of Higher Learning (IHL), and submits them in a timely manner.
Analyzes, evaluates, and investigates departmental space opportunities, requests, and provides recommendations on fit, location, and potential arrangement.
Provides support in operation and maintenance oversight in collaboration with the Director of Facility Operations and Maintenance in their absence as needed.
Performs other duties as assigned.
Minimum Qualifications
Bachelor’s degree in architecture, interior architecture, engineering, planning, or construction management and along with a minimum of 5 years’ experience managing multi-million-dollar projects successfully, Project management, code compliance and design review, or a combination of education and experience. Progressively responsible experience, diverse teams of professionals
AND/OR a minimum of 10 years of broad experience managing multi-million-dollar projects in a commercial and/or institutional environment successfully.

Preferred Qualifications
Registered and licensed through the Mississippi Board of Architecture or successful completion of the NCARB architect registration exam.
Possesses a current Architectural/Engineering Professional License with the ability to obtain Mississippi licensure within (6) months.
Experience working on historical preservation projects.
Leadership in Energy and Environmental Design (LEED) certification.
Experience as a consultant working for a higher education institution and/or experience working as an Owner’s Representative at a higher education institution.
Experience owning or a partner in a professional architecture / engineering / planning / construction firm.
Experience in leading people at an organization.
