PURPOSE OF DIVISION

The role of the emergency management team is to be prepared to respond to disasters by developing sound emergency response policies and procedures by assuring continuous improvement through audits, data analysis, measurement of key performance indicators and providing technical assistance to achieve the highest levels of emergency preparedness. The division is responsible for developing training programs, emergency response plans and conducting periodic exercises and drills for stakeholders, employees and individuals involved in emergency response. In addition, the division is responsible for developing after action reports and implementing lessons learned into procedures and plans in order to avoid any similar mistakes any recurrences from happening in the future.

PURPOSE OF THE POSITION

This position supports the emergency management coordinator for the airport. The position will support the EMC in the design, planning, and test response procedures of airport first responders and mutual aid partners in emergencies or disasters. The position will assist in conducting drills and exercises for responses to such emergencies as aircraft accidents, bomb threats, active shooter, hazardous material spills, business operations interruptions, structural fire, and major natural disasters. This position will provide support to the HOU emergency preparedness program as needed, in addition to liaison with airport staff, local, state, county and federal agencies, airlines, tenants, and non-governmental organizations in coordinating emergency efforts throughout the emergency management cycle. This person will be responsible for assisting in implementing standard operating procedures and comprehensive plans to respond to catastrophic incidents to include clear standardization, guidance, and assistance to ensure common terminology, approach, and framework for all strategic and operational planning. Provide support to the ICV as needed.

  • Establish HAS emergency management objectives and emergency management performances that are measurable

  • Provide support in developing processes to increase emergency preparedness through exercises, drills and tabletops

  • Assist in conducting quarterly safety and emergency management training for HAS staff and stakeholders

  • Making sure staff is prepared and ready to respond to any disasters, incident or event that impacts the Houston Airport System

  • Making sure department resources (Incident Command Vehicle) is at functional readiness to respond and support disasters and aviation incidents.

    OTHER ESSENTIAL FUNCTIONS

  • Provide assistance in standardizing processes and procedures

  • Provide support in preparing monthly, quarterly, and annual reports.

  • Supports emergency management by making sure database is maintained and the information is shared in a timely manner.

  • May be assigned management responsibilities on a limited basis for certain functions, units or programs.

  • Completes special projects as assigned, working on a wide variety of issues and problems of simple to medium complexity.

  • Represents supervisor at meetings and functions generally to gather information.

  • Handles highly confidential information.

  • Prepares, edits and revises safety policies and procedures.

  • Responds to correspondence, requests for information, etc.

  • Negotiates solutions for problems of simple to medium complexity.

  • Develops technological solutions and systems for continuous improvement programs and other appropriate applications.

  • Liaison to the Houston Emergency Operations Center during disasters, incidents and major events

  • Provide support and assistance to the Hobby (HOU) Division Manager of AOC & Emergency Management during a major incident or natural disaster event.

  • Activate, prepare and the facilitate the operations of the Emergency Operations Center (EOC) at HOU when needed

Working Conditions and Complexity

This position is physically comfortable; the individual has discretion about walking standing, etc. This position will involve being available by pager and cellular phone. Work consists of standard procedures and tasks where analytic ability is required in following guidelines, policies and precedents.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

A Bachelor’s degree related to in emergency management, emergency response, public safety, public health, criminal justice, or public administration

MINIMUM EXPERIENCE REQUIREMENTS

Three years of experience in emergency management, emergency response, public safety, public health, criminal justice, or public administration.

Experience in emergency management, emergency response, public safety, public health, criminal justice, or public administration may be substituted for the education requirement on a year-to year basis.

MINIMUM LICENSE REQUIREMENTS

Valid Texas Drivers License and compliance with the City of Houston policy on driving (AP 2-2).

PREFERENCES

Preference will be given to candidates with the following:

Knowledge and experience in public safety and emergency preparedness procedures

(3 years preferred)

Knowledge and experience of aviation or airport safety and emergency management (3 years preferred)

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
