DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston's Housing and Community Development Department (HCDD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. Partnering with non-profit, governmental, and local entities, HCDD strives to strengthen Houston's neighborhoods and provide true housing choice.

To achieve this vision, HCDD is seeking a Financial Analyst IV to join its team. In this position, you will oversee budgets for Entitlement grants, Disaster Recovery grants, and/or Special Purpose grants.

Key Responsibilities

  • Prepare SAP budget transactions to set up contract funding, project revisions, budget transfers, grant and project amendments and journal entries

  • Create Outline Agreements, Service Release Orders (SRO), Purchase Orders, and other necessary project-related documents in SAP

  • Review and reconcile SAP transactions including budgets for projects and grants.

  • Prepare and coordinate compilation of financial and management information related to project accounting utilizing various software and data tools.

  • Research, analyze, summarize, and disseminate relevant financial and budget information to senior management

  • Evaluate the viability of projects, including management, organizational, and financial analysis.

  • Exercise regulatory oversight of project controls.

  • Provide timely responses to internal and external inquiries, professional customer service, and technical assistance

  • Other duties as assigned, in alignment with classification

Essential Attributes

  • Organized: Must be able to maintain large quantity of files in both electronic and paper form

  • Detail Oriented: The job requires a high level of organizational, time management, and prioritizing skills, attention to detail, and innovative problem-solving.

  • Motivated: Must be a self-starter who is well organized with strong analytical skills and works well in a team environment ; taking ownership of projects to complete them effectively and efficiently.

  • Computer Literate: Experience in SAP is highly preferred. Ideal candidates should have demonstrated a high skill level in Excel and be able to create and generate reports in Word and Access.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.

WORKING CONDITIONS

This position is physically comfortable. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

MINIMUM EXPERIENCE REQUIREMENTS

Six years of professional experience in finance, economics, budget analysis or a closely related field are required.

Substitutions:

  • Experience cannot be substituted for the Bachelor’s degree requirement.

  • A Master's degree in Finance, Accounting, Business Administration or a closely related field may be substituted for two years of the above experience requirement

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
