The ideal candidate will have 8 years of project/program management experience to include three years of supervisory experience in a healthcare environment with extensive grant management experience
JOB SPECIFIC COMPETENCIES
Grant Operations and Financial Management
• Manages the daily operations of the research grant related accounting systems to achieve maximum accuracy and efficiency of all departmental research grant accounts in collaboration with the Finance Team.
• Manages the analysis and reviews of financial reports and monitors the research budget, income and expenditure
• Directs creation of new research grant chart field string accounts, updates to signature authorization, and account closures as necessary
• Manages the reconciliation of income on respective research programs on a monthly basis to determine if compliance has been met, budget is spent according to proposed budget and milestones are submitted and delivered to sponsors.
• Provides oversight to applications or reports developed to enhance research grant account creation, tracking, reconciliation and other general accounting practices.
• Serves as liaison for department and division to Financial Controls, institutional contacts, and other outside agencies to follow-up and resolve grant related issues.
• Works closely with TMP Chair, Department Administrator, Finance Team, Grants and Contracts, Research Administration, and Financial Controls on effort reporting and budget contracts.
• Oversees and/or prepares budget documents for research contracts and other research program financial agreements.
• Advises staff of the financial and expense guidelines and stays up to date on new policies.
• Provide oversight in monitoring federal and industry research grants/contracts to ensure funds and payments are received and distributed appropriately.
Management of Pre-Award
• Manages grant administration for the research faculty of the Department of Translational Molecular Pathology.
• Manages the submissions of grant proposals for high a volume research department to include, collection of required documents, budget development and justification, COIs, PI guidance from start to finish of application and adherence to all sponsor and institutional guidelines.
• Develops and reviews all grants for accuracy and compliance in department before submission to OSP.
• Communicates with the Office of Grants and Contracts, Office of Research Administration and NIH regarding grant preparation/submission, including sub- contracts, core grants, etc.
• Manages the completion of JIT, progress reports and other ad hoc sponsor requests.
• Manages communication with personnel at other institutions (sub contracts) regarding deadlines, budgets and other requirements for division collaborative grants.
Management of Post-Award
• Manages and reviews grant and contract awards for restrictions and special conditions and relays this to the award recipient.
· Manages effort reporting in collaboration with the Financial Analyst for the department.
· Manages the evaluation of the Principal Investigator's research plan, purchases and personnel to determine if compliance has been met, budget is spent according to proposed budget and milestones are submitted and or met.
· Meets with faculty periodically to determine their research needs for both grant support and general funding.
· Meets quarterly with Principal Investigators and Finance Team to proactively review grant funding status, research personnel support and deadlines and to ensure compliance with prior approval requirements of each funding agency
· Manages and monitors audits with Finance Team and advises on the reallocation of funds and transfer of expenses as deemed appropriate according to NIH and sponsoring agency policies and deadlines. Ensure quarterly financial reviews to faculty receiving external funding.
· Manage complex funding sources to ensure fiscal support of lab personnel and their required activities.
· Update and review with Finance Team program income analysis annually to ensure that prices are covering service costs.
· Work with many different teams (departmental, financial, lab, upper leadership and external groups and sponsors) to ensure the successful execution of the award.
· Works with Grants and Contracts Accounting and NIH in assisting in the transfer of existing grants from the former institution.
· Works closely with the divisional senior management analyst regarding research related fiscal matters.
Personnel Management Manages Grant Program Managers to include workload, work review, training and professional guidance. Mentor, train, supervise and grant support staff. Encourage collaboration and team building to support programs and facilitate the creation of a sense of community for departmental grant program managers.
Direct workflow to ensure accuracy and compliance with set deadlines. Address personnel issues in compliance with divisional and departmental policies.
Manage and track vacation/leave requests for GPMs. Other duties as assigned
Bachelor's degree. Five years related experience to include three years program management experience. May substitute required education degree with additional years of equivalent experience on a one to one basis. With preferred degree, three years of required experience.
