DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under moderate supervision, the Senior Staff Analyst (SSA) will be instrumental in strategizing, developing, and executing standards and procedures for Consent Decree Action Items. The SSA will collaborate with various staff to support the Treatment Plant & Lift Station’s O&M for recently implemented systems, current CIP, WO’s, Capital Replacement, and process documentation. Additionally, this position will contribute to the success of projects by monitoring the efficient utilization of resources to ensure organizational objectives are being met. providing analytical support to management relative to varied programs and complex fiscal matters, and for recommending and implementing solutions to sensitive inter-departmental and intergovernmental matters.
Responsibilities include, but are not limited to:
Analyzing existing business processes, and developing sustainable, repeatable, and quantifiable business process improvements.
Collaborating with various depts. to identify process improvement opportunities, conducting research, creating operational standards and guidelines with a focus on improving safety, increasing efficiency, and cutting costs.
Maintaining project guidelines and providing recommendations to management team to help optimize the current project management methodologies.
Monitor and create monthly status reports, documents, budget, and various reports.
Develop and maintain analytical models, tools, and dashboards to track key performance indicators (KPIs) and provide actionable recommendations.
Collaborate with cross-functional teams to gather and analyze data, ensuring data integrity and accuracy.
Prioritize conflicting needs; handle tasks and requests expeditiously and pro-actively; and follow through on projects to successful completion, often with deadline pressures.
Perform other duties that may be added or changed as the course and scope of the job directs.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Five years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
Preferences will be given to those with the ability to work well in a fast-paced high-volume setting. Excellent writing, business judgment, analytical and decision-making skills. Experience in process improvement, developing/monitoring key metrics, customer service environment and operations is highly desired.
