Duties
- Serve as a project management consultant providing project management and systems support and analysis to a wide range of projects.
- Develop, revise, and maintain project management strategies, policies, guidelines and processes for innovative IT systems programs for the Directorate.
- Plans, scheduling, and coordinating project activities for various IT systems/software projects.
- Defines clients needs into requirements for new and modified systems and services based on analysis of business need and practices.
- Responsible for planning, conducting, and monitoring project development in accordance with industry standard system development lifecycle models and directorate guidance.
- Identifies strategies, schedules, and tracks accomplishment of all activities required to satisfy client requirements.
- Identifies actual or potential problem areas with current projects and follows up on action items ensuring they are completed on time.

- Position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment.

- This position is Non Exempt at the GS-07 level and Exempt at the GS-09, 11, 12 levels from the Fair Labor Standards Act.

- In accordance with the DoD 8140 policy series, the position May Be subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
Qualifications
Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. For entry at the GS-9 grade level: One year of specialized experience equivalent to theGS-07grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems process ng and operations. **Specialized experience is defined as:Participating in a Financial Management or Financial Systems project; analyzing and evaluating reports and data from financial systems; researching financial policies and laws; assisting with updating user documentation including system administration guides, quick references, and help documentation.
For Entry at the GS-11 grade level: One year of specialized experience equivalent to theGS-09grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations. **Specialized experience is defined as:Participating in a Financial Management or Financial Systems project; Assisting with the testing and support of automated financial systems; researching and interpreting financial policies, regulations, and statutes; updating system user documentation including system administration guides, quick references, and help documentation.
For Entry at the GS-12 grade level: One year of specialized experience equivalent to theGS-11grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations. **Specialized experience is defined as: :Identifying, planning, coordinating, tracking performance of Financial Systems/software projects; developing project scope, objectives, risk assessments, resource utilization; researching and interpreting financial policies, regulations, and statutes; performing financial systems analysis; designing, developing, testing and support of automated financial systems.
