Role Overview:

This role is a traffic engineer in the Traffic Safety Office at the Indiana Department of Transportation. The Traffic Safety Office is responsible for reducing the number of people killed or seriously injured in Indiana’s public roads each year. Traffic safety improvements are typically broken into two categories: Spot and Systemic. This position will be primarily involved with the systemic safety program and will work to leverage traditional and innovative traffic data sources to facilitate the identification of safety need and the preparation of safety engineering assessment reports (scoping reports). A majority of the reports will be prepared by district staff, but the incumbent will be expected to prepare some technical reports personally while also supervising the preparation of additional reports by internal and external partners. The position will work with external partners as they prepare yearly data of various types and will also work with internal partners to share the data with district traffic staff in a GIS format. The position will sometimes be expected to give presentations to other traffic engineers regarding the data and systemic safety in general. The engineer will be given other various traffic engineering tasks from time to time, some of which will be urgent and/or critical to the agency.

Salary:

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

Engineer Trainee:

A Professional engineering license is not required for this position. Candidates who have an Engineering degree but do not hold a professional license are eligible for promotional increases upon achieving milestones, including passing the EIT exam, years of experience, and obtaining their professional engineering license. Once a candidate or incumbent has passed the EIT exam the salary traditionally starts at an annual salary of $67,314 but may be commensurate with education or work experience.

Location:

This position is located in INDOT’s Central Office Indianapolis, Traffic Engineering Department.

A Day in the Life:

The essential functions of this role are as follows:

  • Planning & Project Management: Serve as a resource for proposal development and research process. Ensure milestones, deliverables, and implementation strategies, are established accurately. Assist supervisor in the development of strategic planning and resource utilization.  You will participate in providing project reviews in accordance with the Agency’s established performance standards. Ensure that all plans reflect the scope of services, existing field conditions, appropriate design standards, and sound engineering judgment. 

  • Program Management: Coordinate programs and plans for the division/department; interpret laws, regulations, and guidelines within area of assignment; review program plans for completeness, economic and technical feasibility. 

  • Design and Research: Assist in the development of programs, research development & technology plans (road maps) to improve product quality. Review research proposals and report to ensure their accuracy, effectiveness, and potential for implementation. 

  • Inspection: Organize, conduct, and review engineering investigations, field observations, which have a defined scope.

  • Technical & Data Analysis: Assist in analyzing engineering data and developing technical guidelines, technology initiatives, training course materials and other technical documents.

  • Coordinate with numerous external partners as they prepare yearly data sets for the agency.

  • Answer questions and collaborate to solve problems as they arise such that the final product is of high quality and useful for the agency.

  • Work with data sets yearly and work with the INDOT GIS staff to display the data in a useful manner.

  • Provide guidance to traffic safety practitioners on the proper use of the data individually and in a combined manner to identify safety needs of varying types on the state highway system.

  • On a yearly cycle, you will assist the districts by preparing engineering assessment reports for several systemic safety improvements as well as overseeing work by teammates and consultants as they prepare additional systemic safety engineering assessment reports.

What You'll Need for Success:

This person must have the following requirements to be considered for employment:

  • Bachelor of Science degree in engineering (civil engineering is preferred but not required) from an Accreditation Board for Engineering and Technology (ABET) accredited school.

  • Have a basic understanding of traffic engineering principles including traffic safety analysis and traffic capacity analysis as well as general highway engineering design policies and project management.

  • Use GIS and large datasets as well as public presentation and technical writing.

  • Must have valid Driver's License.

  • Extensive knowledge of and ability to apply civil engineering theories, principles, methods, and procedures to the engineering specialty.

  • Broad knowledge of planning, design, or construction of highway or transportation project features (such as roads, bridges, pavement, or traffic structures) in accordance with engineering design and construction standards, principles and methods. 

  • Extensive knowledge of and ability to apply federal and state laws, rules, regulations, and procedures governing incumbents filed of specialization.

  • Considerable knowledge of and ability to apply computer aided design and drafting functions to field of specialization.

  • Ability to prepare and review complex design plans and reports relating to the functional area of specialization.

  • Extensive knowledge of and ability to apply the provisions of American Association of State Highway and Transportation Officials (AASHTO) Design Specifications, AASHTO Standard Specifications and Tests, ASTM Standards.

  • Working knowledge of Indiana Design Manual (IDM), Indiana Manual of Uniform Traffic Control Devices (IMUTCD), INDOT standard specifications and standard drawings. 

  • Knowledge of department systems not limited to Scheduling Project Management System (SPMS), Deighton Transportation Information Management System (dTIMS), ArcGIS, and Work Management System (WMS).

Supervisory Responsibilities/Direct Reports:

This role may provide direct supervision for one or more staff members.
