Mission/Summary:

The HSE Manager is responsible for the environmental, health and safety performance in the Irvine plant, creating an injury-free and environmentally sustainable workplace. This incumbent serves as a subject matter expert, partnering with the Corporate HSE representative to plan and execute at the plant level, the successful implementation of risk-based prevention programs in the following areas: health, safety, and environmental in order to reduce or eliminate occupational injuries. Ensures all related plant level initiatives align with and support the corporate HSE strategy, goals, objectives, guidelines, and standards. Partners with the local plant production team and HR Manager to ensure both team and individual behaviors are aligned with the values and expectations of the Company’s behavior-based safety culture.

Key Responsibilities (job responsibilities include, but are not limited to the following) :

  • Partner with the Corporate HSE, Representative to develop, integrate and execute Corporate and Business Unit HSE strategies, policies, programs, procedures, standards, training, processes, and actions to drive standardization and consistency while ensuring regulatory compliance.

  • Develop, align, and implement short- and long-term facility action plans, projects, initiatives, goals and objectives that maintain balance between corporate objectives, business needs, and operations, including annual operating plans, capital planning, resource staffing and budgeting.

  • Ensure the adequate assessment, prevention, and management of HSE issues and risks arising from operations, incidents, company products and business affairs. Inspects/assesses, monitors, investigates and/or recommends corrective action; conducts trends analysis; documents compliance with standards; performs technical work, program design and implementation; accountability for outcomes of HSE issues.

  • Function in a leadership role providing facility support for: agency interactions, enforcement actions; permitting applications, reports, issues, and negotiations; HSE technical, engineering, and science support; assessment and control of HSE issues arising from operational processes, equipment, or materials.

  • Conduct facility shop floor visits, inspections, and audits to ensure compliance with local and regional regulatory, permit and company requirements. Partner with operations to ensure that corrective and/or preventive measures are completed.

  • Support and implement facility initiatives and continuous performance improvement opportunities that align Company HSE, Sustainability, and business initiatives and strategies; promote rapid shared learning of best practices and "lessons learned".

  • Coach and mentor, the professional development of facility HSE professionals or support leads; support the business unit in hiring site level HSE personnel.

  • Support the Corporate HSE compliance program owner to interpret HSE regulations and successfully implement the development of company-wide standards, procedures, or programs.

  • Provide employees, facility management, and division management with technical guidance, regulatory advice, and training.

  • Ensure that accidents, incidents, compliance deviations and enforcement actions are fully investigated to ensure that corrective and/or preventive measures are taken.

  • Ensure compliance with Environmental regulations and Hazardous waste permits.

  • This position has full responsibility for the development and maintenance of SQF related documents and records for annual certification.

  • Additional duties as assigned.

Background/Experience:

  • 10 yearsenvironmental or safety experience in a manufacturing or industrial environment.

  • Previous experiencing working with Environmental Quality (air and hazardous waste) and local regulatory agencies preferred.

Education/Knowledge:

  • Technical Undergraduate degree (degree in environmental engineering, occupational safety, or related disciplineis a plus.) or equivalent experience

  • Advanced certification in environmental is a plus (CHMM or PE)

  • Extensive knowledge of regulatory requirements for federal and state programs, process and program implementation strategies.

  • Ability to travel as required at least twenty (20%) percent of the time, local and/or domestic.

Specific Skills:

  • Critical thinking and analytical skills to evaluate performance metrics and outcomes and to constructively resolve challenges.

  • Proficient in Microsoft Office Suite including Access

  • Ability to adapt to changing organizational and operational needs; ability to lead, motive and influence others towards change.

  • Ability to develop and conduct training on complex topics in a concise manner, appropriate to the audience.

  • Effective interpersonal skills for interacting with people at various levels of the organization and in a variety of functions.

  • Broad understanding of business issues, metrics, organizational linkages, and customer value.

  • Self-confident, ability to accept and respond to challenges in a positive manner.
