U.S. Marine Corps EXPLOSIVES SAFETY SPECIALIST in Iwakuni, Japan

Summary You will serve as a EXPLOSIVES SAFETY SPECIALIST in the Safety Office ofMARINE CORPS AIR STATION IWAKUNI . ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Responsibilities You will plan and implement an AandE hazards abatement program through proactive assessments and inspections that identify deficiencies and outlines timely and effective corrective action. You will prepare reports to inform commands of unsafe conditions and provide assistance where commands may lack the in-house resources to fully abate a cited deficiency. You will review facilities’ modification drawings, equipment, or tooling drawings used for explosive operations to ensure compliance with applicable explosives safety criteria. You will ensure proper and timely action is taken to review all explosives safety related exemptions, waivers, event waivers, licenses, site approvals (proposed or existing), and ensure safety within the confines of operational necessity. You will monitor USMC, DoD, and Joint explosives safety related technical orders, instructions, and directives for command applicability and compliance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector serving as an advisor and developing safety program for explosives and related Ammunitions and Explosives (A&E) matters including but not limited to: performing inspections at designated Ammunitions and Explosives (A&E) handling, storage, transportation and operating areas; facilitating explosives driver certification and licensing training; submission of site approvals and explosives safety deviations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Conditions of Employment continued: This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations. Incumbent must complete the following courses to be eligible for this position as well as maintain certifications: a. Initial Training. The following courses must be completed within 24 months of appointment to ESO: (1) AMMO-36, Explosives Safety for Naval Facility Planning (initial course, instructor led). (2) AMMO-45, Introduction to Ammunition (WBT).* (3) AMMO-76, Identification of Ammunition (WBT).* (4) AMMO-49, Naval Explosives Safety Managers/ Supervisors Orientation (WBT). (5) AMMO-67, HAZMAT Familiarization and Safety in Transportation (WBT). (6) AMMO-68, Military Munitions Rule (WBT). (7) AMMO-74, Explosives Safety Officer Orientation Course (instructor led). All of the above courses must be completed prior to registering for AMMO-74. * Not required for personnel having completed the Ground Ammunition Managers Course, Aviation Ordnance Officer Career Progression Level I or equivalent, or the basic EOD course. b. Follow-on Training. The following courses must be completed within 48 months of appointment to ESO: (1) AMMO-29, Electrical Explosives Safety for Naval Facilities (initial course, instructor led if conducting the actual test, or WBT if overseeing the program). (2) AMMO-43, Intermodal Dry Cargo Container/CSC Re-inspection. (3) AMMO-51, Naval Motor Vehicle and Railcar Inspection (initial course, instructor led). * Only required for personnel who have a responsibility to inspect Intermodal containers. Refresher Training (1) Unless otherwise directed in this Volume, all explosives safety courses that have a recertification requirement per reference (f) must be completed at the specified periodicity to maintain an ESO certification. ESOs not completing refresher training will not be re-certified until refresher training has been completed. (2) AMMO-29 refresher training is mandatory for all personnel conducting electrical testing of ammunition facilities. WBT may be utilized for refresher training. c. Continuing Training. Explosives safety personnel who have received certification will complete at least one additional explosives safety or professional development course per year. This course is separate from any course that requires periodic recertification. The Defense Ammunition Center Course Catalog and reference (t) contain multiple courses that will benefit career progression and professional development. Additionally, the DON Explosives Safety Officer Community Management Plan (CMP) identifies courses and educational requirements for progression within the 0017 community.
