Job Description

The Technology Solutions Department is actively seeking a Radio Systems Engineer.

This is specialized technical work designing, programming, installing, repairing and maintaining trunked radio systems in a simulcast environment. Work requires an understanding and the application of principles, concepts and practices and technology utilized by digital and analog radio communication systems and skill in planning designing, engineering and installing radio communication networks, infrastructure, and associated devices. Contacts with vendors, carriers, City departments and agencies, and others require skills in understanding and influencing people and are important in problem resolution. In addition, skills of persuasiveness or assertiveness, as well as sensitivity to others' points of view, are often required to influence behavior, change an opinion, or turn a situation around. Work is covered by substantially diversified procedures and specialized standards and involves a variety of differing situations requiring search for solutions or new applications within emerging technologies. Work is performed in and outside of buildings and structures where risks and hazards are substantial, but are known, somewhat predictable, and mostly controllable. Some work might be performed on radio towers where risk is elevated, but controllable with proper safety equipment and training. Operates standard office equipment such as personal computer. Operates motor vehicle. Physical demands consist mainly of standing, stooping, bending, reaching, climbing, walking at work sites for extended periods of time, and occasionally lifting and moving objects weighing up to 75 pounds. Installs and operates wireless network equipment; radio frequency transceivers; test equipment; personal computer application software; and computer diagnostics software. Work is performed under limited supervision where the work assignments are subject to established procedures, practices, methods, techniques and well-defined policies, and the worker plans and organizes the work, determines own priorities, and the work is reviewed, usually after the fact, in terms of quality, timeliness, and adherence to established methods and policies.

Examples of Work

  • Engineers, troubleshoots and maintains a trunked simulcast system and subsystems

  • Performs field installations, maintenance and repairs on VHF, UHF, 800MHz, and Microwave radio equipment

  • Performs programming on subscriber and infrastructure systems

  • Installs and maintains various WIFI point to point radio systems

  • Performs routine radio systems troubleshooting and repairs.

  • Provides radio assistance and support at public safety communications and dispatch centers.

  • Uses factory manuals and schematics to repair equipment.

  • Contacts factory engineers for aid in troubleshooting complex problems and seeking solution to continuing problems in equipment.

  • Maintains accurate records of all work performed, including repair and calibration records.

  • Demonstrates proficiency with transmitters, receivers, amplifiers, sound systems, digital to analog and analog to digital converters, microprocessors, and control circuits.

  • Researches and maintains knowledge of current and emerging technologies, services and equipment in the telecommunications field

  • Operates standard office equipment such as personal computer using word, spreadsheet, database, and other related software.

  • Demonstrates proficiency in the City of Jacksonville's competencies.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the principles, practices, and materials of communications equipment construction, maintenance, and repair.

  • Knowledge of the principles of trunked, simulcast communications systems and the inter-working of resident and remote interfacing consoles.

  • Skill in the use and care of electrical and electronic test equipment such as oscilloscopes, digital logic analyzers, volt-ohm meters, communications line quality monitors, relay test systems, both automated and/or manual transducer testing and calibration equipment, TI tester, RF power meters, cable and antenna analyzer, network analyzer, spectrum frequency analyzer, audio frequency meter and signal analyzer.

  • Skill in using communications service monitors.

  • Skill in personal computer applications and computer aided design applications.

  • Ability to detect defects in equipment operation and perform difficult maintenance or repair.

  • Ability to plan and engineer radio communication equipment installations, change-outs and upgrades.

  • Ability to acquire, retain, and apply new technology or new service/repair methodologies which are desirable to improve the trunked simulcast radio system or operations.

  • Ability to read, research, comprehend, analyze, and apply complex technical data, manuals, schematics and related specifications.

  • Ability to maintain proficiency on new equipment and devices as technologies evolve.

  • Ability to communicate effectively, both verbally and in writing.

  • Ability to operate standard office equipment such as personal computer using word, spreadsheet, database, and other related software.

  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Four (4) years of education and/or experience in the radio communications field which must include

  • At least two (2) years installing, maintaining and repairing radio subscriber equipment and

  • At least one (1) year repairing and maintaining trunked simulcast radio infrastructure equipment.

  • Must be free from color blindness.

LICENSING/CERTIFICATION/REGISTRATION:

  • A valid driver's license is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment, obtain, and maintain during employment in this class the City of Jacksonville certification as a public driver.

OTHER REQUIREMENTS:

  • The probationary period for this classification is six months. Must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff’s Office prior to appointment.

  • Within 30 days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities. The level will be determined by current CJIS guidelines and may change periodically. Certification is obtained by successfully completing a web-based training course and test which covers physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.
