Project Controls Senior Manager

What you will do

In this vital role, you will manage, forecast, and track costs, schedules, estimates, and risks for capital projects at Amgen’s Manufacturing site in Juncos, Puerto Rico. You’ll collaborate with cross-functional teams, including Engineering, Project Management, Facilities, and Capital Finance, ensuring projects are delivered on time, within budget, and in compliance with company standards.

Specific responsibilities include but are not limited to:

  • Oversee project controls from funding to closeout, ensuring compliance with company policies.

  • Assisting Project Controls Director in developing project strategies and associated financing.

  • Working closely with the Front-End Planning team to develop conceptual estimates and schedules.

  • Developing strategies and negotiating pricing for subcontractor scopes of work, reviewing, and analyzing engineer/contractor bids with Global Strategic Sourcing team (GSS).

  • Monitor project progress, address delays, and evaluate contractor claims.

  • Analysis and accurate review of engineering/construction cost forecasts against scope.

  • Reviewing and approving engineer and contractor buyouts, change orders, and invoices.

  • Preparing monthly cost reports and project status reports for senior management both on-site and corporately.

  • Lead schedule and cash flow monitoring to ensure accurate capital LE predictions.

  • Leading risk assessment on cost estimates, forecasts, and schedules.

  • Working with Amgen Buying Center and Accounts Payable to resolve invoice payment issues and queries.

  • Overseeing the closeout of contracts, purchase orders, and subsequent projects within their portfolio.

  • Monitoring and managing Capitalized Overhead across all projects and sites including planning, hiring, and charging processes.

  • Communicating on and escalating project matters and/or project controls performance for their portfolio to Site Sponsors and Engineering leadership.

  • Overseeing their portfolio’s project controls effectiveness and compliance utilizing strong analytical views to lead the project teams to ensure proper evaluation and analysis.

  • Supporting Engineering Digital Transformation activities/workstreams by providing project controls subject matter expertise.

  • Understanding of the business aspects of projects to provide solutions to problems with ingenuity and creativity.

Basic Qualifications:

Doctorate degree and 2 years of combined Engineering and Capital Projects delivery experience

Or

Master’s degree and 4 years of combined Engineering and Capital Projects delivery experience

Or

Bachelor’s degree and 6 years of combined Engineering and Capital Projects delivery experience

Or

Associate’s degree and 10 years of combined Engineering and Capital Projects delivery experience

Or

High school diploma / GED and 12 years of combined Engineering and Capital Projects delivery experience

Preferred Qualifications:

  • Experience in capital project delivery, managing engineering or construction in project controls across estimating, cost control, scheduling, and compliance.

  • Engineering academic background.

  • 6+ years of experience managing project controls in the life sciences or biotech industry. (Funding, Estimating, Cost Management, Scheduling, Compliance, Contract Strategy).

  • Strong analytic and problem-solving ability with excellent organizational and task management skills.

  • Effective communication skills in English and Spanish (fully bilingual) and ability to translate/communicate details summarized to a variety of audiences.

  • Ability to operate in a matrixed or team environment with site, functional, and executive leadership.

  • Demonstrated ability to lead teams and build strong relationships across the network.

  • Expertise and knowledge in leading project controls in a diverse capital projects portfolio.

  • Experience in progress measurement methods such as Earned Value Management.

  • Experience in cost and scheduling software packages and data mining programs such as Power Bi.

  • Understanding workflows and dimensions of Building Information Modeling (BIM) and opportunities for integration with cost and schedule when managing capital projects.

  • Experience with procurement methods and contract negotiation.
