U.S. Census Bureau Field Representative in Kane County, Illinois

Summary This vacancy is for a Field Representative (FR) position supporting Special Census (SC) operations for West Dundee, IL. This position reports to the U.S. Census Bureau's Chicago Regional Office. Applicants selected will have their home as their Duty Station and will be required to travel throughout their local area. Responsibilities Conducts interviews primarily in person (door to door) and when requested may conduct phone interviews to SC data as required within an assigned geographic area. Communicates with respondents, supervisors, and other persons as appropriate. Understands SC materials in order to explain the purpose of the SC, ask questions as worded on the questionnaire and enters accurate and complete information onto SC forms. Canvass and travel around an area in an organized manner to find and verify living quarters. Maintains personal payroll records that reflect hours worked, miles driven, and reimbursements for travel and communications claimed. Completes and attends in-person training. Requirements Conditions of Employment You must maintain a residence within the area of consideration that will serve as your duty station. Please click here to review a map of the area of consideration. You must be 18 years old. You must be a US Citizen. You must have good hearing and the ability to read small print. You must be in good physical condition to drive, climb stairs, and walk for extended periods. You will occasionally be required to lift materials weighing up to 50 lbs. You must be willing to work days, evenings, and weekends. You must be willing to work a varying number of hours per week. You must be willing to occasionally travel overnight for training and work assignments. You must have access to a vehicle (or public transportation) so that you can complete work throughout the assigned geographic area. You must establish and maintain a safe work environment in your residence. You must be willing to use all methods of communication (face to face, phone call, emails, letter, etc.). You must have access to a landline or mobile phone. You must be suitable for Federal employment, determined by a background investigation. You must be registered for Selective Service at the time of hire, if applicable, (www.sss.gov). You must meet all qualification requirements by the closing date of this announcement. A one or two-year trial period is required (dependent upon veteran's status). This is a NON-BARGAINING unit position. Qualifications Applicants must have one year of general experience at a level of difficulty and responsibility as described below. General experience is being progressively responsible in clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. OR 2 years of education above high school. Equivalent combinations of education and experience are qualifying for which both education and experience are acceptable. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). CTAP applicants MUST submit the following documents: A copy of your RIF separation notice; notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; a Certificate of Expected Separation (CES); or certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice of eligibility for discontinued service retirement, or similar notice). A copy of your SF-50 "Notification of Personnel Action" noting current position, grade/band level, and duty location; A copy of your latest performance appraisal including your rating; and Any documentation from your bureau/operating unit that shows your current promotion potential. ICTAP applicants MUST submit the following documents: A copy of your RIF separation notice; notice of proposed removal for declining a directed geographic relocation outside of the local commuting area; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a work-related compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement. A copy of your SF-50 "Notification of Personnel Action", documenting your RIF separation, noting your position, grade/band level, and duty location, and/or Agency certification of inability to place you through RPL, etc.; A copy of your latest performance appraisal including your rating; and Any documentation from your agency that shows your current promotion potential. Education Additional Information This is a time-limited appointment with a 180 day not-to-exceed date. At any time, you may be extended or released at management discretion. This position has a mixed-tour work schedule. A mixed-tour work schedule provides for periods of full-time, part-time, and/or intermittent work to accommodate fluctuating workloads. The candidate(s) selected for this position must sign an agreement outlining the conditions of employment prior to appointment. You will be required to complete a Declaration for Federal Employment (OF-306) to determine your suitability for Federal employment and to authorize a background investigation. You will also be REQUIRED TO SIGN AND CERTIFY THE ACCURACY OF ALL THE INFORMATION IN YOUR APPLICATION. Applicants claiming 10-point preference who do not submit the required documentation will receive 5-point veteran's preference. Applicants claiming 5-point veteran's preference must submit a DD-214 to receive preference. Former federal employees, who received a Voluntary Separation Incentive payment (VSIP) or "Buyout" and subsequently return to a position in a Federal agency, whether by reemployment or contracts for personal services, are obligated to repay the full amount of the buyout to the agency that paid it within a specified time period. Trial Period - Applicants selected for this position are required to serve a trial period. If you are extended, the trial period is one year of continuous service for preference eligible candidates and two years of continuous service for non-preference eligible candidates in the same or similar position. During this trial period, candidates may be removed from this position for poor performance and will not have appeal rights to the Merit Systems Protection Board (MSPB).
