+-----------------------------------------------------------------------+ | Under administrative supervision, responsible for providing | | specialized administrative and accounting support for the Finance | | Department. | +-----------------------------------------------------------------------+ | | +-----------------------------------------------------------------------+ | Examples of Duties: | +-----------------------------------------------------------------------+ | - Working with the Controller and Finance Director, compiles, | | formats, edits, proofs, and produces the proposed/recommended and | | adopted Borough annual budget documents, using complex budgeting | | software. Coordinates the activities of others in preparation and | | data entry of departmental budgets, and provides administrative | | support to other departments during the budget process. | | Responsible for proofing and editing the budget documents for | | accuracy and formatting. | | - Prepares, maintains and updates files that may contain | | confidential information used to project employee salary and | | benefit costs to be used for budget development and labor | | negotiations. | | - Assists with annual audit preparation, including preparation of | | confirmation letters, gathering work papers and requested | | information and providing to the auditors. Acts as a liaison, as | | necessary, between the departments and auditors. | | - Assists in proofing the Annual Comprehensive Financial Report | | (ACFR). Responsible for printing and distribution of the ACFR and | | posting on the Boroughs website. | | - Responsible for the overview and reconciliation of assigned | | general ledger and subsidiary accounts. Prepare monthly, | | quarterly, or annual journal entries and associated check | | requests as assigned. Compile back-up documentation for items to | | be capitalized and prepare appropriate asset forms. | | - Assists with the preparation of monthly and quarterly grant | | reports and submissions to state and federal agencies. | | Responsible for preparing back-up documentation for grant | | reports. | | - Assists with annual insurance applications for the Boroughs | | property and liability insurance. Coordinates with departments to | | gather information required for filing out the annual | | application. Coordinate with departments and insurance broker to | | maintain insurance coverages throughout the year on Borough | | vehicles, and other changes as necessary. | | - Responsible for daily bank transactions, such as ACH receipts and | | other daily bank account transfers. Maintain and complete monthly | | bank reconciliations. | | - Responds to requests for accounting and budget information from | | other departments. | | | | ADDITIONAL JOB DUTIES: | | | | - Provide instruction to other employees of this or a similar job | | classification in all aspects of procedure and technique relating | | to the duties requ red by this job description unless such | | instruction requires a specialized certification, which the | | employee doing the training does not have. | | - Perform related other duties as directed. | +-----------------------------------------------------------------------+ | Qualifications: | +-----------------------------------------------------------------------+ | - Strong understanding of financial principles, budgeting, and | | accounting. | | - Proficiency in financial software and Excel. | | - Ability to exercise independent judgment and initiative with | | little supervision; work cooperatively with department heads, | | other employees, and the public; use discretion in dealing with | | confidential matters; communicate effectively, both verbally and | | in writing; handle stressful situations; effectively plan, | | organize, and prioritize work assignments to meet deadlines; | | establish and maintain filing systems; format, proofread, and | | edit documents; perform arithmetic calculations; use diplomacy | | and tact in disclosing information or referring callers. | | - Manage multiple tasks and responsibilities under strict deadlines | | with limited supervision. | | - Ability to operate standard office equipment, including printers | | and computers. Computer and computer software knowledge | | mandatory. | +-----------------------------------------------------------------------+ | Requirements: | +-----------------------------------------------------------------------+ | LICENSES: | | | | - Valid State of Alaska driver's license, and driving record | | acceptable to the Borough's insurance carrier. | | | | EDUCATION AND EXPERIENCE: | | | | - Bachelor's degree in accounting, finance, public administration, | | business administration or a related field required. | | - Three (3) years of accounting and advanced computer experience. | | - Education may be substituted with progressively responsible | | accounting experience at a professional or paraprofessional level | | on a year-for-year basis.
