Management Solutions Program Manager DOE in Knoxville, Tennessee

Who we need…

Management Solutions is seeking a Program Manager , to work collaboratively with clients and project team for the coordination and completion of projects . The primary role is effectively managing deliverables and resource needs of projects and addressing obstacles to project success with a focus on software and business process implementation. Tracks deadlines, assignments, and monitors project progress. Provides hands on expertise and develops methods, techniques, guidelines and templates for project completion. Performs duties with a maintained focus on customer satisfaction.

The Program Manager will be responsible for the following :

  • Work with account manager to establish and maintain annual backlog budgets and assist in growth opportunities

  • Work closely with account manager, cross-functional teams, and assigned project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives

  • Manage program and project teams for optimal return-on-investment, and coordinate and delegate cross-project initiatives

  • Identify key requirements needed from cross-functional teams and external vendors

  • Develop and manage budget for projects and be accountable for delivering against established business goals/objectives

  • Analyze, evaluate, and manage program performance, and produce periodic program reports for management stakeholders

  • Demonstrate experience in project management of extensive multi-phase projects

  • Strong analytical/problem resolution skills

  • Ability to establish and maintain strong relationships and to influence others and move toward a common vision or goal

  • Strong working knowledge of business management best practice

  • Aptitude for exceptional problem-solving skills –analytical, innovative, and creative

  • Ability to be self-directed and be an independent contributor to the team in support of direct billing goals

  • High degree of emotional intelligence to effectively deal with increasingly diverse clients and teams

  • Confidence and maturity to work with senior clients and interna staff

  • Must have excellent verbal/written communication skills and effective interpersonal skills

  • Proficient user of MS Office applications (intermediate user of MS Excel)

  • Ability to obtain a security clearance (or currently hold a security clearance from DOD or DOE)

  • Work as an individual contributor in addition to manager responsibilities

  • ​Perform other duties as assigned.

What you will need…

  • Bachelor’s degree required

  • 5 + years of work experience in an advanced management role

  • Experience working with the Department of Energy

  • Some proficiency in areas related to:

  • Project controls, including scheduling, budgeting, risk management, and performance tracking, to ensure projects are completed on time, within budget, and in alignment with organizational goals.

  • Project management skills, encompassing planning, resource allocation, stakeholder communication, and team leadership to deliver projects efficiently, meet quality standards, and achieve strategic objectives.

  • Business Process Services (BPS), focusing on streamlining and optimizing processes to enhance efficiency, reduce costs, and ensure alignment with organizational strategy and performance goals

  • Proficiency in the Software Development Life Cycle (SDLC), including requirements gathering, design, development, testing, and deployment, to ensure high-quality software solutions that meet user needs and align with organizational objectives

  • Change management, with skills in planning, communication, stakeholder engagement, and training to facilitate smooth transitions, minimize disruption, and align organizational changes with strategic objectives

  • Facility management, including maintenance, space planning, safety compliance, and vendor coordination, to ensure efficient, safe, and cost-effective operations that support organizational needs and objectives.

  • Environmental management, with skills in regulatory compliance, sustainability initiatives, risk assessment, and waste reduction to promote environmental responsibility and align with organizational sustainability goals

  • Able to engage in strategic conversations leveraging project management as the core competency.

  • Demonstrated service-oriented industry experience

  • Experience in a federal environment is strongly preferred

What would be nice to have

  • Master’s Degree

  • PMP certification preferred
