Hiring Salary Range: $111,700 - $167, 600

Compensation is determined by a combination of factors, including but not limited to education, work experience, and certifications. The actual offer may vary, reflecting the candidate's unique blend of experience, educational background, and skill level.

The impact you will have in this role:

Lead, plan and prioritize Transmission and Operations Planning activities to ensure safe, adequate and reliable transmission system capacity, regional transmission planning efforts, system outage coordination and engineering support to the System Operations Center (SOC).

ESSENTIAL JOB FUNCTIONS:

  1. Lead a team of transmission planning and operations engineers to perform detailed analyses to assess the transmission system for both long term and near-term system planning.

  2. Lead transmission system reliability performance assessments, determine future transmission and substation requirements and prepare comprehensive reports recommending optimal system upgrade plans and normal operating configurations consistent with applicable planning criteria and engineering economic analysis.

  3. Lead engineers performing outage coordination and operating studies of planned system configurations; oversee the preparation and updating of procedures and documentation pertinent to Operations Planning. Provide engineering support to the SOC as needed.

  4. Oversee the development and maintenance of power flow models, the preparation of annual regional power flow model data submittal and the monitoring of regional power flow model updates as necessary to keep models current.

  5. Responsible for monitoring MISO planning processes and overseeing engagement with MISO and generation project developers in the evaluation and fulfillment of generation interconnection requests.

  6. Lead the organization’s regional transmission planning activities, including coordination with MISO, other MISO Transmission Owners, external planning groups and industry organizations. Maintain and develop relationships with partners and ensure coordination with MISO, MRO, RUS, state agencies and others on regional system planning and information exchange.

  7. Responsible for the preparation of three-year and ten-year RUS transmission work plans.

  8. Manage the compilation of historical transmission reliability data, industry benchmarking and the communication of results and trends.

  9. Oversee the review, summarization, and internal routing of Member Cooperative work plans. Verify that recommendations are reached utilizing “single-system” planning.

  10. Coordinate maintenance of the State Estimator and Real-Time Contingency Analysis applications; oversee scheduling and back-up support for critical functions including outage coordination and network applications maintenance.

  11. In coordination with Compliance, ensure team provides technical support and documentation to satisfy applicable NERC compliance standards.

  12. Represent Transmission & Operations Planning group on internal project teams, committees and strategic efforts as needed. Organize and facilitate planning meetings to ensure timely and accurate information sharing.

  13. Recruit, develop, coach and evaluate staff.

  14. Other duties as assigned.

MINIMUM QUALIFICATIONS :

Education & Experience : Bachelor of Science Degree in Electrical Engineering (power option preferred) or directly related major, and a minimum of five (5) years of experience in one or more of the following areas: a) transmission planning; b) operations planning; c) system engineering; d) other electric utility operations related area.

Skills : Proficiency with power flow models and transmission planning processes is required, with PTI Power System Simulator for Engineering (PSS/E) and Energy Management System network applications experience preferred. General computer literacy is required and experience with Word, Excel, and PowerPoint is preferred. Ability to document processes and procedures and an understanding of engineering economics is required. Leadership experience preferred.

Licenses and Certifications : Professional Engineering registration is desirable.
