ABOUT THE WORK UNIT

The Office of Research and Statistics (ORS) exists to fulfill DCJ’s statutory requirements to administer a statistical analysis program for the purpose of collecting and analyzing statewide criminal justice statistics, to analyze state activities and problems related to the administration of criminal justice, to develop comprehensive plans of action for the improvement of criminal justice in Colorado, and for crime and delinquency control. As such, the ORS plans, secures grants and other funding and conducts criminal justice research projects. The unit collects and disseminates information and analyzes criminal justice policy, activities and problems to assist the General Assembly, the governor’s office

ABOUT THE POSITION

This position collects, cleans, and assists with the analysis of complex data collection and reporting. These include legislative projects related to law enforcement contacts in schools, jail population reporting, minority over-representation in the justice system, agency U-Visa application summaries, and crime and policing statistics on the ORS website. This involves ensuring the secure transmission of detailed information about school incidents, obtaining quantitative data from the State Judicial Department, the Department of Corrections, the Colorado Bureau of Investigation, the Community Corrections Information and Billing System, the U.S. Census Bureau, and the State Office of Demography. In collaboration with an ORS Statistical Analyst, the position participates in drafting the jail capacity report and the annual CLEAR Act report. The position provides consultation to the research director and the senior analyst regarding these projects. The position assists with on-site data collection for the bi-annual evaluation of the Youthful Offender System in Pueblo.

WORK ENVIRONMENT

Office, sedentary;

This position will work within a hybrid model of home and office, with a minimum of two days required in the office (Lakewood, CO).

ABOUT THE POSITION

This position collects, cleans, and analyzes complex data collection and reporting legislative projects related to H.B. 15-1273 (school incident reporting by law enforcement), HB21-1060 (U-Visa), HB19-1297 (jail capacity), HB21-1280 Jail Bonding Compliance, the race and ethnicity data for juveniles (Juvenile MOR – JJDP Act), and crime and policing statistics of the ORS website. This involves ensuring the secure transmission of detailed information about school incidents, obtaining quantitative data from the Judicial Department, the Department of

Corrections, the National Incident-Based Reporting System (NIBRS), the Colorado Bureau of Investigation, the Community Corrections Information and Billing System, the U.S. Census Bureau, and the Department of Regulatory Agencies. In addition, collaborating with an ORS Statistical Analyst, the position participates in jail capacity report drafting, reviews and modifies the CLEAR Act report. The position provides essential consultation to the research director and the senior analyst regarding these projects. The position assists with on-site data collection for the bi-annual evaluation of the Youthful Offender System.

KEY RESPONSIBILITIES

The position manages data collections for jail population reporting, minority over-representation in the justice system, law enforcement contacts in schools, and agency U-Visa application summaries.

This position corresponds with law enforcement agencies about legislatively mandated reporting and responds to problems that arise from the submission process. This position must implement the appropriate data collection strategies and collaborate with law enforcement agencies and district attorneys’ offices to ensure timely and secure transmission of the data. The position must ensure accuracy and completeness of the data, working directly with law enforcement agencies to address data issues. The position compiles the data for analysis by a senior analyst and assists in drafting the annual report. The position is also in charge of maintaining interactive dashboards that provide the school contact information by law enforcement agency and by school, which is mandated in statute. The position assists agencies with obtaining the necessary credentials to submit data.

The position collects, verifies, and updates the “crime and policing statistics” section of the ORS website, including crime rates, arrest rates, incarceration rates, juvenile case processing, and quarterly correctional population reports.

The position will collaborate with a statistical analyst to analyze arrest data from CBI and court processing data from State Judicial and annually prepare 23 comprehensive statistical reports mandated by the Community Law Enforcement Action Reporting Act (the CLEAR Act, SB15-185) pertaining to the race/ethnicity of individuals involved at major decisions points in the criminal/juvenile justice system. This includes one statewide summary report and one report for each judicial district, which includes dozens of descriptive tables and multivariate analyses of factors influencing sentencing.

The position assists with on-site data collection for the bi-annual evaluation of the Youthful Offender System, including questionnaire administration and focus groups.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Five (5) years of professional experience in collecting and analyzing data.

OR

Ba chelor's degree in any field AND one (1) years of full-time professional experience in collecting and analyzing data.

OR

A Master's degree from an accredited college or institution.

REQUIRED COMPETENCIES

  • Collaboration - Professional, enthusiastic, positive attitude, able to collaborate, communicate and cooperate with multiple cross-functional partners.

  • Ability to work and successfully navigate in a highly politically charged environment at times; ability to maintain relationships.

PREFERRED COMPETENCIES

  • Knowledge of Tableau, PowerBI, or some other data visualization platform;

  • Understanding of how to use database queries;

  • Understanding of basic statistical techniques.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and a reference check.
