Position Summary Information
General Summary
TheProgram Manager – Master Planning and Facility Planningleads cross-functional enterprise-wide project teams managing major water and wastewater planning projects with varying degrees of complexity. Project team membership will be functionally diverse, reflecting the intent and objectives of individual assignments, which may include consultants.
Essential Functions
Leads and manages complex department-wide programs and initiatives to assure delivery of individual assignments in accordance with established WSSC Water priorities, policies, and procedures
Forms and leads cross-functional internal project teams to deliver program deliverables
Works with the WSSC Water internal customers, contractors, consultants, and/or project delivery teams to establish critical quality control, checkpoints
Leads day-to-day coordination for various project teams and subject matter experts (SMEs), to ensure cross-departmental communication, problem identification, and resolution
Facilitates all communication between the project teams and WSSC Water Departments
Prepares or monitors program schedules, metrics, and budget using scheduling software such as Microsoft Project or other methods
Manages consultants performing all master and facility planning activities
Conducts internal reviews of the work effort of the consultant(s)
Serves as the WSSC Water point of contact, interfaces with external stakeholders, and represents the Commission in public meetings with local government agencies, special interest groups and the general public regarding all master and facility planning issues
Provides project status updates to upper management and other internal stakeholders
Assists with the consultant selection process to ensure consultants possess the requisite skills and experience
Consults and works with team members from other internal organizations in the administration of consultant contracts and their associated procurement mechanisms
Reviews, negotiates, and finalizes contracts and change orders
Prepares or monitors program schedules, metrics and budget using PERT , CPM , Bar Chart, or other methods
Other Functions
Conducts post-project review to document lessons learned and provide guidance for future implementation work
Serves as department project representative equivalent to consultant’s or contractor’s project manager
Participates on project teams of others, including management review, reengineering, and policy groups
Reviews and approves monthly and final payments for contractors and vendors
Performs other related duties as assigned
Work Environment And Physical Demands
Position will be in the field and in an office environment.
Required Knowledge, Skills, And Abilities
Extensive knowledge of the principles and practices of managing the planning, design and construction of civil/environmental engineering programs and projects
Working knowledge of the operation and/or maintenance of water/sewer systems and facilities
Ability to manage and supervise large, complex planning, design and construction projects and/or programs ranging in value of over $20M
Comprehensive knowledge of the concepts, principles, methods and practices in the field of civil/environmental engineering related to water and wastewater systems
Basic knowledge of budgeting and financial management
Ability to effectively direct the work of project team members engaged in a variety of activities and major projects
Ability to establish and maintain effective working relationships with other Divisions, external agencies, elected officials, and the public
Ability to communicate effectively, both verbally and in writing, regarding complex technical and administrative matters
Ability to work independently with strong negotiating, problem-solving and analytical skills
Ability to prepare and deliver presentations to senior management
Minimum Education, Experience Requirements
Bachelor’s degree in Civil or Environmental Engineering, or a related field
7+ years of water, wastewater, or storm water project management experience with business and technical professionals in planning, design, construction, construction management, project management, or program management to include the delivery of strategy and innovation programs, capital projects, or related project management experience
2+ years of experience managing large, complex projects
Additional Requirements
Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Possession of a valid driver license with no points and the ability to obtain a WSSC Water driver’s permit within 90 days of hire or transfer
Preferences
Graduate level course work in engineering, project management, or related field
Experience with planning design, construction, operation and/or maintenance of water and wastewater systems and facilities
Professional Engineer (PE) license in Maryland
Salary$131,858 - $224,515
