Job Purpose

To manage the use of appropriate engineering standards in relation to design and construction, on all projects and check whether they comply with current legislation, Railway Group and Network Rail company standards. To monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline. Safety Details

A little more about your role…

  • Implement Network Rail systems and procedures to maintain a cost effective, high quality, safe and environmentally responsible approach to design, commissioning, and other technical activities on relevant projects, compliant with all relevant legislation. Liaise with regulators and others as appropriate.

  • Monitor the competence of all Project Engineers working on projects within the Asset Protection Team and provide functional guidance, direction, and briefing where required

  • Engineer Projects to the standards and specification of Network Rail, allocated design and contracts include reference to and are compliant with appropriate Railway Group and Network Rail Company standards, formal specifications, and procedures.

  • Apply engineering controls and procedures to all projects and check all design and construction works are carried out and are appropriate Railway Group and Network Rail Company standards applicable to their discipline.

  • Manage all engineering activities so that they result in schemes that are affordable and meet programme requirements in a safe and environmentally responsible manner for time, cost, and quality.

  • Maintain the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to allocated projects and manage the environmental aspects of allocated projects in accordance with Network Rail’s environmental policy.

  • Provide project management advice in respect of all activities, including testing and commissioning and site supervision. Manage the design and/or construction elements of relevant projects meet the requirements of current legislation, including regulations.

  • Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.

  • Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.

  • Ensure internal and contractor’s design/specialist’s personnel are competent.

  • Undertake reviews of design activities. Arrange audits of contractors monitoring safety, environment, and quality of design, testing and commissioning and management systems is adequate.

  • Carry out the duties of designated project engineer (DPE) for specific projects.

  • Undertake accident investigations when remitted to by the relevant designated competent person.

  • Identify and share best practice across the various project teams.

What we are looking for you to demonstrate…

Essential:

  • Successful relevant multi disciplinary experience.

  • Significant experience in engineering disciplines, ideally with involvement in construction and design. projects across multi discipline areas.

  • Chartered Membership of a relevant professional institution.

  • Experience undertaking the NR/L2/RSE/02009 role of Designated Project Engineer.

  • Experience of major contracting.

  • Knowledge of structuring safety cases in support of projects.

  • Knowledge of safety management and quality assurance.

  • Accident investigation experience.

  • An understanding of the arrangements required for the independent assessment of work.

  • Risk assessment, engineering management competency.

Desirable:

  • Membership of a relevant professional body with chartered status and/or educated to degree level.

  • Knowledge of structuring safety cases in support of projects.

  • An appreciation of environmental issues in engineering works.

  • Six Sigma Yellow Belt.

  • Project safety management experience
