Environmental Protection Agency Budget Analyst in Lenexa, Kansas

Summary This position is in Region 7, Mission Support Division, Resources and Financial Management Branch, Resources Management Section. About Region 7 This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Advise senior leadership by recommending efficient and effective use of regional funds while considering regional priorities, financial and budgetary needs, and anticipating problems. Coordinate the development of the annual budget with divisional contacts in order to support regional priorities. Advise and assist in the design, maintenance and utilization of full-time equivalent (FTE), payroll projection, and related systems. Perform a wide range of high-level analysis in support of the region's financial programs and present financial briefings for diverse audiences. Serve as the regional point-of-contact on national work groups relating to the formulation, justification and/or execution of payroll and other financial issues. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. To qualify for the GS-13 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-12 level defined as managing budget execution for a project or program; compiling financial reports for senior management; or presenting budget procedure and strategy information to internal or external parties. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of financial management and budget statutes and regulations. Knowledge of budgetary policies, procedures, and regulations to ensure conformation of budget development and execution activities. Skill in oral communication sufficient to provide technical advice on an organization’s budget. Skill in oral communication sufficient to provide technical advice on an organization’s budget. Ability to use good judgment to interpret regulations and provide trend analysis. Knowledge of budget formulation, operating plan development, and budget execution processes. Ability to consolidate multi-year budget estimates into a single budget request. Knowledge of budgetary computer programming skills. Knowledge of the financial systems and accounting principles necessary to implement and interpret budgetary resource data. Skill in preparing complex detailed narrative justifications and associated financial statements to support funding request and projected funding needs. Ability to evaluate, interpret, and compile budget data. Ability to plan budgets based on an organization’s objectives and sources of funding. Ability to review, edit, and consolidate annual and multi-year budget estimates for assigned organizations and programs into a budget request. Ability to analyze a program’s financial resources. Skill in written communication sufficient to prepare detailed narrative justifications for projected funding.
