Preferred Qualifications:

*Experience working in a facility- Assisted Living Facility, Skilled Nursing Facility, Human Development Center.

*Experience completing audits, inspections for compliance with established rules, regulations, laws.

*Experience reviewing the work of others for accuracy.

*Proficient in Microsoft programs, including PowerPoint and Excel.

*Ability to write reports, develop trainings.

*Management Experience.

Must possess a valid Arkansas driver's license.

In-state travel is required, and overnight stay as needed. At times this can be with short notice.

Must be a licensed Registered Nurse in good standing with the Arkansas Board of Nursing.

Job Summary:

The Nurse Manager is responsible for the monitoring, oversight, andorganizational management, of the OCS Survey Unit. This unit completes

on-site inspections of Home and Community Based Service (HCBS). TheNurse Managers reviews facility reports for accuracy and providesassistance to subordinate staff.

The Nurse Manager works in an administrative capacity by overseeing the survey unit in the Division of Provider Services and Quality Assurance (DPSQA) Office of Community Services. This position will have the primary responsibility for hiring activities for the survey positions, including serving as Hiring Official, conducting interviews, and selecting candidates and submitting for approval to leadership. This position will be responsible for reviewing all survey visit outcomes and ensuring deficiencies identified are properly supported and the quality of reporting is sufficient and clear. This position is responsible for preparing the state's evidence for any Informal Dispute Resolution hearing or appeal hearing and representing

the division during that hearing in whatever form is applicable (desk review, in person, telephone conference) timely. This position will maintain data report ing for all appeals, including standard information on the facility and specific rules being appealed, overturn rating, and identify through the data potential areas of training for staff. The Nurse Manager will collect and analyze data on survey activities and discuss with the Assistant Director to evaluate and identify areas of concern, training opportunities, or recognition.

Summary

The Nurse Manager is responsible for directing and managing the staff and health services of an assigned program, facility, hospital, or geographic area. This position is governed by state and federal laws and agency/institution policy.

Functions

Plans, coordinates, and directs nursing services operations by establishing nursing care standards that are in compliance with state and federal regulations and ensures quality care is provided to patients. Selects, mentors, motivates, and directs development and evaluation of the staff; establishes and tracks quality improvement indicators and other information concerning services and care, to ensure that resources are available to provide quality services. Oversees the development of patient care plans by developing treatment plans, monitoring and evaluating the quality of patient care, recommending alternative nursing methods, and developing corrective action plans regarding identified needs and deficiencies. Participates, consults, and collaborates in the development of long-range plans for health care programs; develops and recommends new and revised policies, procedures, plans, and strategies to respond to changes in program needs, objectives, and priorities and to improve the effectiveness of nursing services. Determines requirements and recommends staff, material, equipment, and contract services for nursing operations to contribute to the formulation and justification of budgetary requests. Monitors expenditures to ensure compliance with budgetary guidelines and effective delivery of services. Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of the principles and practices of nursing. Knowledge of health care systems and services. Knowledge of the organization, operations, and services involved in the operation of a residential care facility. Knowledge of state and federal laws, rules, and regulations governing the operation of a health care facility. Knowledge of the principles and practices of human resource and organizational management. Ability to establish comprehensive organizational systems and programs and to direct operations through subordinate managers. Ability to coordinate and direct the provision of professional nursing care and allied services to patients. Ability to evaluate programs, policies, and services and to develop and direct implementation of changes to solve problems.

Minimum Qualifications

Licensed as a Registered Nurse by the Arkansas State Board of Nursing in accordance with ACA 17-87-301; plus six years experience in nursing, including four years of supervisory experience as a nurse in public health. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
