MAIN PURPOSE OF THE ROLE

Supporting the SMF24, Chief of Operations for EMEA & International Head of Operations, the Head of Operational Resilience will be responsible for leading the Operational Resilience team in the delivery of all Operational Resilience framework activities, including completion of annual reviews and identification of enhancements to improve efficiency of services delivered by MUFG business lines to MUFG customers and Clients.

Responsibilities include:

  • Leading the Operational Resilience team to continue to maintain appropriate governance and framework for MUFG, which is in line with regulatory requirements as set out in the Policy Papers published in March 2021 including:

  • Leading in developing, embedding and managing the Operational Resilience framework, tools and methodologies in line with regulatory requirements to enable the achievement of MUFG’s strategic objectives.

  • Delivering annual regulatory self-assessments due end of March and future annual regulatory self-assessments going forward.

  • Leading delivery of Crisis Management and Business Continuity activities using excellent interpersonal, communication and leadership skills including appropriate and timely coordination of events with impact to customers, the wider market and MUFG business with senior management.

  • The role will work closely with the Operational Resilience team business partners and Governance & MI, BCP & Crisis Management Lead to develop a strong capability in the first line of defence, defining and delivering practical solutions to enhance management of all crisis Management and Business Continuity activities across the EMEA region.

The role holder will have:

  • Detailed knowledge of the Operational Resilience Policy papers, delivered by UK FCA & PRA in March 2021

  • Established collaborative relationships across MUFG Bank and MUSE, using excellent interpersonal and leadership skills,

  • Demonstrable experience of:

  • successfully establishing Operational Resilience frameworks and capabilities in similar financial services institutions

  • knowledge to advise senior management to realise intended benefits.

  • work closely with all Important Business services (IBS) stakeholders, pillar and service owners, to maintain a strong capability in the first line of defence, defining and delivering sustainable and practical solutions for the management of operational resilience.

KEY RESPONSIBILITIES

Responsible for supporting SMF24 (accountable for Operational Resilience within MUFG) by leading the Operational Resilience Team with developing, embedding and managing the Operational Resilience framework tools and methodologies in line with regulatory requirements to enable the achievement of MUFG’s strategic objectives.

Specific responsibilities include:

  • Leading all tasks to promote awareness and understanding of Operational Resilience and Crisis Management across the firm, supporting communications and training campaigns across all levels.

  • Leading the Operational Resilience team to continue to maintain appropriate governance and framework for MUFG, which is in line with regulatory requirements as set out in the Policy Papers published in March 2021 including:

  • Establishing collaborative relationships across MUFG Bank and MUSE, using excellent interpersonal and leadership skills, the role will influence and advise senior management to realise intended benefits. The role will work closely with all Important Business services (IBS) stakeholders, pillar and service owners, to maintain a strong capability in the first line of defence, defining and delivering sustainable and practical solutions for the management of operational resilience.

  • Lead development, embedding and managing the Operational Resilience framework, tools and methodologies in line with regulatory requirements to enable the achievement of MUFG’s strategic objectives.

  • Ensure delivery of regulatory self-assessments due annually at the end of March.

  • Coordinating the governance of Operational Resilience, preparing papers for relevant committees and ensuring issues are escalated appropriately.

  • Lead on delivery of Business Continuity and Crisis Management enhancements across EMEA region in line with Head Office Tokyo requirements as well as to support the Operational Resilience framework activities and enable the achievement of MUFG’s strategic objectives.

  • Actively lead the team on the continued development of all Crisis Management planning and response activity across MUFG in the EMEA region. This includes:

  • developing the crisis preparedness documentation

  • supporting processes to ensure MUFG is well prepared to respond to crisis events.

  • Responsible for the creation, testing and maintenance of crisis response plans and playbooks for all severe but plausible scenarios.

  • Build and maintain strong collaborative relationships across three lines of defence with key stakeholders, including senior management with a crisis management role. This also involves liaising with stakeholders who are both technical and non-technical.

  • Actively support the Incident Management Team and Senior Management with:

  • Timely coordinating response to all emergency incidents

  • Ensuring actions for staff safety as a priority.

  • Responsible for maintaining robust Crisis Management plans

  • Responsible for maintaining Crisis Management training activities (Incident Management Team, Executive Team, Operational Resilience and Business Continuity Coordinators)

  • Manage coordination of the London and the EMEA regional annual HQ Tokyo regulatory assessment and reporting for BCM and DR;

  • Lead on the design and delivery of crisis management exercises across the EMEA region, including developing training for crisis management team members.

  • Manage the escalation process to the Incident Management Team and Executive Management Team to ensure rapid and effective response to crisis events impacting MUFG.

  • Liaise with incident responders across the organisation to ensure a collaborative and joined up approach to managing operational disruptions across the organisation.

  • Support the process to learn lessons after a crisis or incident and enact change where improvements are identified.

  • Support One MUFG’s delivery in the EMEA region in line with regulatory and Head Office requirements to achievement of MUFG’s strategic objectives.

WORK EXPERIENCE

Work Experience required:

  • Experience:

  • Has previous experience managing incidents and crisis events.

  • Has designed and delivered crisis management exercises.

  • Working closely with stakeholders at different levels of seniority.

  • Knowledge of working in the fields of Operational Resilience and Business Continuity (preferred).

  • Academic experience in emergency or disaster management.

  • Previously employment experience in:

  • The UK Financial sector.

  • Crisis and Incident Management

  • Business Continuity and Disaster Recovery (Business Impact Analysis & Business continuity plans)

  • UK Regulatory experience in Operational Resilience or Risk Management areas.

  • Good knowledge and understanding of:

  • Business Continuity Management ISO 22301

  • Crisis Management ISO 22361

  • UK Regulatory policy statements on Operational Resilience, Third Party Risk Management & DORA.

  • BCI Good Practice Guidelines

SKILLS AND EXPERIENCE

Skills and knowledge required:

  • Technical/Functional Skills:

  • Facilitating workshops with technical and non-technical stakeholders to drive agreement on requirements and delivery.

  • Maintaining procedure documents regarding crisis management and business continuity and rolling out training to stakeholders as required.

  • Can lead in establishing solutions with stakeholders to any issues raised regarding the crisis management process

  • Operating and maintaining an incident and crisis management escalation process.

  • Experience in planning for and delivering crisis management exercising.

  • Communication & influencing skills

  • Advocate for Operational Resilience and builds strong relationships with senior stakeholders across all business areas to ensure delivery and embedding of Operational resilience throughout the organisation

  • Ability to build collaborative relationships across the business, working closely with internal customers

  • Strong interpersonal and leadership skills, persuades and includes others using a range of approaches to achieve deliverables

  • No qualifications required; qualified through experience, however BCI certification and qualification in crisis management considered desirable.

. Where required, the role holder will also:

  • Contribute to the Operational Resilience team’s (OReT) performance, ensuring compliance with the organisations governance policies and procedures.

  • Support the design, planning and implementation of the overall ORe framework across London (and within the EMEA region) to a level expected by our local regulators and at a level in line with our peers, including the update of relevant procedures and policies.

  • Develop and deliver short and the medium term objectives/actions within the ORe framework.

  • Analyse the risk and effectiveness of the regions ORe reporting arrangements, and identify/escalate appropriate actions to improve the overall reporting for the unction.

  • Build close and continuous relationships with key individuals within the First, Second and Third Lines, and ensure their ORe weaknesses and concerns are addressed proactively.

  • Develop and enhance staff training as required.

  • Provide regular updates on progress under the ORe Governance framework and other key forums/committees. Contribute to the ORe governance for business activity to influence business strategy for the region and globally.
